Base pay range information is provided by the job board. Scotland Excel is a non-profit organisation serving Scotland’s local authorities and associate members from the public and third sector. This is a 24-month fixed-term Commercial Lead role within the National Savings Team or Projects Team.
About the Role
As Commercial Lead, you will drive procurement excellence by developing and implementing innovative sourcing strategies, improving processes, and delivering value for local authorities. You’ll engage with stakeholders, manage supplier relationships, analyse spend data, and ensure contract performance meets objectives. Your work will support sustainable procurement, deliver savings, and help shape best practice across Scotland Excel’s portfolio. The successful candidate will have a good understanding of public sector procurement and enjoy working across various clients, services, and opportunities simultaneously. We are seeking individuals with a strong commercial acumen combined with a drive to achieve procurement savings and efficiencies. Excellent negotiation skills and analytical experience will be key to the role.
Key Responsibilities
* Analysis of spend data to develop a clear understanding of contract development and enhancement opportunities
* Assess key stakeholder needs to manage/develop contract solutions ensuring effective service delivery
* Conduct negotiations with suppliers in line with stakeholder policies and procedures, ensuring representation of key client groups
* Develop, prepare and submit reports to monitor supplier and contract performance; recommend action plans for improvements to the Programme Manager
* Ensure activities comply with Scotland Excel’s health and safety commitments
* Identify and develop new sources of supply for relevant commodities or services; conduct supplier appraisals as appropriate
* Identify project deliverables and collaborate with staff to plan resources and implement plans
* Lead stakeholder groups to develop and implement innovative procurement strategies and achieve key objectives
* Lead supplier visits to ensure effective contract delivery and provide development support where appropriate
* Manage project closures including handover to the appropriate owner and conduct lessons learned reviews as appropriate
