Job Summary
NEMS Community Benefit Services (NEMS) is a not‑for‑profit social enterprise and a Company Limited by Guarantee operating in Nottinghamshire for over 25 years, providing urgent primary health care services to a population of more than 1.2 million. The organisation runs two registered locations and four bases with a workforce of more than 370 professionals, including over 150 sessional GPs, 90 substantive staff, 30 agency workers and 140 non‑healthcare staff.
NEMS offers services under the following portfolio headings:
* Care Co‑ordination and non‑clinical call handling
* Clinical Assessment and Care Navigation
* Support to Primary Care, including General Practice Out-of-Hours and Urgent Treatment Centres
* Outbreak Management
Role Overview
The Director of Nursing & Quality is a senior director who attends the NEMS Board, ensuring that quality, safety and patient experience are central to all services delivered. The position requires an experienced senior nurse with a broad understanding of healthcare and quality, particularly within out‑of‑hospital and primary care settings.
Key Responsibilities
* Lead quality governance, ensuring robust systems for patient safety, clinical effectiveness and quality improvement are embedded across all services.
* Ensure compliance with regulatory standards from national bodies (NMC, NICE, NHSE) and demonstrate compliance against their requirements.
* Prepare and plan for regulatory inspections and self‑assessment against Care Quality Commission domains.
* Maintain strong working relationships with regulatory partners and other stakeholders, gathering intelligence and managing risk proactively.
* Provide internal quality assurance and mechanisms for learning, improvement and change to address patient safety risks.
* Own corporate responsibility for safeguarding adults and children and infection prevention & control.
* Develop a patient‑focused organisational culture with strong professional values and behaviours.
* Oversee management of patient clinical‑related feedback, ensuring policies and procedures are informed by best practice.
* Guide and support the Clinical Leadership Team and the Nursing & AHP workforce in monitoring, evaluating and improving patient experience.
* Provide professional leadership for nursing professionals, care staff and allied health professionals, fostering trust, respect and multidisciplinary collaboration.
* Develop and implement workforce strategies, supervision, appraisal and revalidation processes.
* Lead the clinical workforce, providing inspirational, visible leadership.
* Recruit, retain, educate and develop staff, ensuring a highly skilled team.
* Collaborate with Executive colleagues and People & Culture to develop the clinical workforce strategy.
* Provide line management of key clinical teams.
* Manage clinical services and resource allocation, ensuring effective delivery.
* Set and demonstrate an organisational safety culture aligned with the Trust vision.
* Communicate the strategic approach to clinical service delivery, quality, assurance, innovation and improvement.
* Advise the NEMS Board on service changes, regulation, legislation and national policy with the Medical Director.
* Develop evidence‑based care pathways and local guidelines.
* Sign off new and developing services and processes with the Medical Director.
* Champion continuous improvement of patient and family experience.
* Develop leadership and improvement capability across NEMS.
* Provide strategic advice to the Board on vision, values and objectives, maintaining national policy alignment.
* Maintain key professional relationships and attend forums across the Integrated Care System and wider.
* Promote financial sustainability and maintain budget control.
* Adhere to NHS Code of Conduct for Managers and NHS Constitution.
* Identify good practice and share it across the organisation.
* Participate in the on‑call rota for NEMS.
Qualifications – Essential
* NMC registered Nurse with experience in an out‑of‑hospital environment.
* Masters level qualification.
* Experience in a clinical leadership role within primary or urgent care settings.
* Evidence of continuing professional development.
* Recognised management/leadership qualification.
Experience – Essential
* Demonstrable senior level nursing leadership with an excellent track record.
* Experience leading change management processes with successful outcomes.
* Coaching, mentoring and supporting high‑performance teams.
* Monitoring and auditing of standards and quality of service.
* Delivering and managing care in accordance with contractual Key Performance Indicators (KPIs) and other quality requirements.
* Managing conflict and achieving resolution.

* Nursing and Midwifery Council/HCPC standards.
* Medico‑legal aspects of advanced practice.
* Healthcare quality governance and improvement.
