About the Role
Norfolk County Council’s Road Safety education team is dedicated to making Norfolk’s roads safer for everyone. We deliver the National Driver Offender Retraining Scheme (NDORS) on behalf of Norfolk Constabulary and provide high-quality behaviour change led on-road driving and riding courses designed to improve skills and encourage safer choices and behaviours.
Our established team continues to evolve as a vital part of promoting road safety education across the county. Each year, we support thousands of drivers, riders, and businesses through a mix of campaigns, online learning and practical on-road education helping road users make informed and safer decisions.
We are now seeking an experienced and motivated individual to lead and maintain quality standards for NDORS courses and our adult driver and rider on-road and online education programmes across Norfolk.
This is an exciting opportunity to make a real difference in reducing road casualties and promoting safer choices and behaviours across Norfolk.
In this role, you will:
1. Maintain Norfolk County Council’s NDORS full course provider licence and ensure excellent compliance with UKROEd guidelines.
2. Lead the recruitment, training, coaching, monitoring, and management of trainers delivering all NDORS courses and commercial on-road sessions, while providing ongoing guidance to support continuous improvement.
3. Quality assure delivery through planned trainer observations, leading on internal and external audits, ensuring high standards and adherence to specifications and policies.
4. Maintain robust on-road risk assessments, lead in safeguarding trainers and clients and foster strong, positive relationships.
5. Provide specialist driver/rider expertise in developing post-driver and rider road safety campaigns, media responses and post licence educational toolkits, aligned with the priorities set by the Norfolk Road Safety Partnership.
6. Collaborate on innovative, evidence-based road safety solutions that drive meaningful change.
About you
You will be an Approved Driving Instructor and a licensed trainer to deliver NDORS courses. We will also expect and will support the successful candidate to secure a licensed instructor status with NDORS.
You will also demonstrate:
7. A strongly evidence‑led approach, using research, data and insight to inform decision‑making and positively influence practice.
8. Significant experience in training and coaching to drive continuous improvement, ideally supported by a City & Guilds Internal Quality Assurance qualification, or a willingness to work towards this.
9. A proven ability to respond positively to change, effectively supporting staff and trainers through periods of transition to deliver greater efficiency and improved outcomes.
10. Excellent organisational and time‑management skills, with the ability to work independently, prioritise effectively to manage competing demands in a pressurised environment.
11. A strong track record of building and maintaining productive partnerships across internal teams and with external stakeholders.
12. High levels of digital confidence, with skills in Microsoft applications and the effective use of digital tools to support delivery and performance.
13. This role requires an enhanced Disclosure and Barring Service (DBS) check.

17. A clean driving license is essential, access to your own vehicle is necessary and the ability to travel across the county and wider for conferences etc.
