About the Role:

The Programme Manager is a vital and critical role, it not only ensures success leadership of delivery but also is the voice to the customer, based on being the translator between the technical delivery and the customer base. As the Programme Manager, you will be accountable for the successful leadership and delivery of this complex, multi-workstream digital transformation programme within a critical national infrastructure environment. You will provide strategic oversight across the engineering teams, customer insight based on technical and business understanding, ensuring alignment with business objectives, architectural standards, governance controls, and contractual obligations

You will operate at a senior level across client and internal leadership teams, driving programme outcomes, managing risk and interdependencies, and ensuring delivery excellence across cloud, software, infrastructure, and service operations domains.

This role combines strategic programme leadership, technical understanding. commercial awareness, stakeholder management, and delivery governance to ensure value realisation and operational stability across the programme lifecycle


Key Responsibilities:

* Own end-to-end delivery of large-scale digital transformation programmes comprising multiple projects and workstreams.
* Provide leadership and oversight to Technical Delivery Managers and multidisciplinary engineering teams.
* Engage with the customer to qualify and agree business demand based on the ability to translate this demand for technical deliver.
* Representing the Technical Scrum Masters and technical teams in the customers discussions on demand.
* Establish and maintain robust programme governance, reporting, financial control, and risk management frameworks.
* Ensure alignment of delivery activities with business case objectives, benefits realisation plans, and contractual commitments.
* Manage cross-workstream dependencies, critical paths, and resource planning across cloud, DevOps, application, and infrastructure teams.
* Act as senior escalation point for delivery, operational, commercial, and stakeholder risks.
* Engage with senior client stakeholders (Director and C-level level), building trusted advisory relationships.
* Ensure delivery aligns with government security, compliance, and assurance requirements.
* Oversee financial management including forecasting, budgeting, margin protection, and cost control.
* Drive a culture of operational excellence, continuous improvement, and high performance.
* Ensure smooth transition from programme delivery into sustainable live service operations.
* Provide regular executive-level reporting on status, risks, milestones, financials, and benefits realisation.


Essential Skills and Experience:

* 15+ years’ experience delivering complex digital or technology programmes within consultancy, government, or large-scale regulated environments.
* Technical understanding realised form leading technical teams, technical delivery or code development experience and the want to lead based on your technical experience. i.e. no longer want to be ‘hands on’.
* Proven experience leading multi-million-pound, multi-workstream transformation programmes.
* Strong understanding of cloud platforms (preferably AWS), digital platforms, infrastructure modernisation, and DevOps operating models.
* Demonstrated success managing and leading multiple Delivery Managers simultaneously.
* Experience operating within Central Government or highly regulated sectors.
* Strong governance knowledge including RAID management, financial forecasting, dependency tracking, and executive reporting.
* Experience managing suppliers and third-party delivery partners.
* Proven ability to manage risk across technology, operational, commercial, and stakeholder domains.
* Experience aligning programme delivery to security and compliance requirements in SC-cleared environments.
* Strong financial acumen with experience managing budgets, margins, and contractual obligations.
* Excellent written, presentation, and executive communication skills.
