We are looking for a Senior Commercial Manager to join our Parliamentary Commercial Directorate (PCD).
PCD is expected to become a joint department of both Houses later in 2025, led by a new Chief Commercial Officer, strengthening PCD's position as a cross-parliament function. You will work as part of a growing and ambitious team, committed to ensuring value for money from nearly £1bn in annual spend and supporting transformational projects across the organisation and estate, including the Palace of Westminster, a UNESCO World Heritage site.
In this role, you will be responsible for managing the Works category, delivering high-value and complex projects such as procuring building maintenance contracts, refurbishments, and facilities management projects. You will act as a trusted advisor to various stakeholders and be expected to deliver plans with autonomy, leveraging your extensive knowledge and experience.
This position offers a hybrid working arrangement, with a minimum of 2 days on-site at Parliament per week. It is ideal for someone with strong NEC contract experience eager to apply their skills in a dynamic, fast-paced environment.
Key Responsibilities
1. Deliver high-value and complex Works procurements, including maintenance, construction, and security projects.
2. Ensure procurements are compliant, delivering value for money and adhering to policies.
3. Build and maintain relationships with key stakeholders across directorates.
4. Assist in forecasting, planning, and resource allocation for procurement activities.
5. Lead procurement activities within the Works category, ensuring stakeholder requirements and governance standards are met.
6. Support smooth transition from procurement to contract management, maintaining supplier relationships.
Candidate Requirements
* Strong understanding of NEC contracts and options.
* Experience advising on Works contracts, including construction and related services.
* Knowledge of public sector procurement regulations and managing major Works procurements.
* Ability to communicate procurement policies effectively to diverse audiences.
* Proactive workload management and problem-solving skills.
* Proven stakeholder influence and engagement experience.
* Membership of the Chartered Institute of Purchasing & Supply at Level 5 (MCIPS) or equivalent experience.
* Certification in Transforming Public Procurement or working towards it.
Desirable Skills
* Experience in delivering commercial strategies across multiple categories.
* Pre-contract construction environment experience.
