Senior Program General Manager, Senior Site Representative - Stafford, VA

The Role
The Senior Program General Manager, SSR is responsible for the strategic planning, management, and overall financial performance of a large construction program. This position will also serve as the Senior Site Representative (SSR), managing the area of responsibility and acting as the company representative, including signature authority as applicable.
Responsibilities
* Strategic Management: Plan, coordinate and manage all facets necessary to complete projects within budget, on time, and with quality. Manage contracts and Centennial systems and procedures; respond to contract agreements, instructions, and inquiries from authorized government personnel; enforce Quality Control Plan and implement Site Safety and Health Programs; attend meetings and provide minutes; review and refine project scope of work including AutoCad drawings, renderings, material types and quantities; review proposal scope, specifications and drawings; develop project work packages; review and approve proposals for client submission; manage project close-out and documentation; prepare yearly budgets and revenue forecasts; manage project general conditions, staffing, monthly revenue and margins; ensure financial requirements are met and review monthly cost reports; manage cash flow and risk management practices.
* Customer Satisfaction: Maintain high levels of customer satisfaction; understand internal and external customers; anticipate client issues; contribute fresh perspectives that create commercial value; cultivate trusting relationships; promote a customer-centric culture.
* Business Development: Support identification, pursuit and acquisition of new work and repeat work; identify prospects for sponsorship; participate in sponsorship planning; contribute to technical and pricing proposals; promote earned revenues and gross profit on existing projects.
* Estimating: Review estimates based on specifications and drawings; perform quantity take-offs and enter line items into the Unit Price Book software; ensure all necessary line items are included and unnecessary items excluded; oversee and manage work packages and proposal details.
* Subcontractor Management: Coordinate subcontractor buyout, site visits, proposals, data entry in project management software; review cost requirements and enforce Centennial procedures; negotiate with subcontractors and manage submittals and subcontractor agreements.
* Scheduling: Review contracts, specifications and drawings; establish and maintain project start, progress and completion schedules; coordinate with project architects and engineers; develop detailed project schedules.
* Safety: Ensure compliance with Centennial’s HSEQ guidelines and local requirements (OSHA, USACE EM385.1.1, etc.).
Senior Site Representative (SSR) duties
* Personnel Management: Manage overhead and general conditions costs, staffing levels, performance evaluations, recruitment, hiring and diversity and inclusion initiatives.
* Financial Management: Ensure technical, financial and quality performance; prepare budgets and monthly revenue forecasts; manage monthly revenue and margins; ensure financial targets are met; generate and approve monthly project cost reports.
* Travel: Drive between project sites as needed; occasional travel may be required.
* Work Environment: Office-based with site visits; may involve various weather conditions; understand physical demands of the role.
* Physical Demands: Ability to walk uneven terrain; sit, stand, walk, talk and hear; use hands to handle; climb, balance, stoop, kneel, squat or reach; lift up to 25 pounds occasionally.

Qualifications
* 12+ years of experience in the construction industry with a commercial or industrial general contractor
* Extensive experience managing multiple construction projects of varying contract types and delivery methods
* Experience producing detailed fixed price estimates; ability to use RS Means or other published unit price books
* Excellent project documentation and construction management principles
* Experience managing employees across multiple locations
* Knowledge of civil, architectural, mechanical, and electrical fields
* Demonstrated success operating within prescribed process and procedural systems
* Experience identifying, designing, and implementing process improvements
* Excellent leadership skills; ability to motivate and guide others
* Ability to clearly communicate strategic directives and ensure execution across regional locations
* Extensive knowledge of construction and engineering means and methods
* Effective negotiating skills
* Must demonstrate a strong ability to:

o Strong verbal and written communication skills

Senior Site Representative (SSR) specific duties
* Personnel and financial management for the area of responsibility
* Responsible for driving between project sites and travel as needed
* Office and site-based work with exposure to varying weather conditions
