Overview

An opportunity for an End User Computing Manager to join the End User Computing team at Cwm Taf Morgannwg University Health Board, based at Williamstown with potential to work at other locations across the organisation as required. The role provides End User Computing configuration and design services to clinical and non-clinical users, with a focus on digital medicines management. The candidate will have technical experience in central configuration and supporting users with applications and devices, and will have ICT experience essential for this role.

The role sits within the End User Computing Team, which includes Microsoft 365, EndPoint Management, Mobilisation, Capital Rollouts, Service Desk and Desktop Support. The team supports a wide range of technologies; the post holder will gain exposure to new technologies and development opportunities in the Digital space. The initial focus is on software and hardware asset management using the available toolsets. Hybrid working is available where the service allows.


Main duties

To support ongoing developments with ICT infrastructure, the CTM End User Computing Team is looking to appoint an End User Computing Manager. The appointment will support the technical elements of the End User Computing function and will initially implement solutions aligned to EndPoint Management, Desktop Modernisation and Cloud adoption for core productivity suites. The post holder will support the use of the Health Board\'s End User Computing functions in other teams.

Responsibilities include adoption and integration of existing and emerging technologies in an efficient and secure manner while maintaining operational stability. The post holder may provide user support as part of a programme transforming how End Users engage with ICT Services.

Welsh Skills desirable: This post advertises Welsh Desirable status. Welsh language skills at Level 3 (CEFR B2) or above are advantageous for shortlisting. This is basic conversational ability with patients about everyday health. See Welsh Language Guidance for more information.

Job responsibilities

The post holder will provide specialist advice across Digital services and may work on formal or informal projects to coordinate technical tasks. Where applicable, they will inform strategic planning and roadmap development activities.


Principal responsibilities

The post holder will:

* Provide timely specialist advice on EUC solutions and related technology to meet service requirements, with a view to emerging technology across NHS Wales and the IT sector.
* Provide direction to end users on technical approaches and solutions.
* Develop close working relationships to support front-end services and clinical teams, including escalation points for incidents and requests.

Collaboration with ICT Department sections, other Health Boards and National Teams is required for complex issues, prioritising incidents and requests within a multi-disciplinary approach.

The post holder will:

* Provide complex technical advice and judgments on EUC specifications and configurations, with working knowledge of relevant areas.
* Be the EUC team lead/subject matter expert for key technical systems, including Endpoint configuration, Systems Management, Cloud SAAS, Messaging and Collaboration, File Services, User object management, Technical policy, Enterprise Mobility, Thin client, End User experience, Directory Services, and Enterprise Security.
* Ensure expert knowledge is underpinned by training and practical EUC support experience.
* Support management and maintenance of EUC deployments, including testing, installation, commissioning and replacement, following Health Board procedures.
* Monitor EUC infrastructure daily to identify and address errors and breaches.
* Facilitate access to secure file storage and train staff accordingly.
* Identify investments aligned with team objectives and departmental strategy.
* Plan and manage complex changes across clinical and non-clinical areas via Project Management, Change control and communication.
* Apply ITIL best practices in configuration, change and release management, availability, capacity, and continual service improvement.
* Understand and support cloud and user/device licensing options and requirements.
* Maintain advanced skills in database manipulation and configuration of hardware and software with high accuracy.
* Develop the UHB approach to joiners, movers and leavers and support improvement in this area.

The post holder will:

* Participate in the on-call service as required.
* Assist patients during incidental contact in the care environment.
* Support the IT Security Manager with user training and rights.
* Ensure users are familiar with security policy and data protection requirements.
* Support cyber-security approaches through risk-based tooling.
* Fulfil health and safety and risk management responsibilities.
* Assist with specification and justification for purchases of EUC assets and licenses, aligning with procurement requirements.
* Oversee high-value assets and licenses, including quotation, ordering, delivery and asset management.
* Ensure license compliance for EUC services.
* Represent the Health Board in national committees as required.
* Work autonomously and deliver services to agreed standards and Health Board policies.
* Provide complex advice without direct supervision and maintain accountability for service delivery.

The post holder may undertake other duties as agreed with the Head of IT Infrastructure and Head of EUC, commensurate with the role. The role’s duties may vary over time.


Qualifications and experience

Essential: BSc degree or equivalent with specialist knowledge to post-graduate diploma level. Desirable: Microsoft qualifications and/or ITIL Foundation Certificate. Experience: significant experience setting up EUC devices at enterprise scale, supporting end users, and using core Microsoft solutions. Desirable: specific EUC and application environment experience (Office 365, WSUS, AD management, GP, File Services, Printing, Teams, Citrix, SCCM, Intune, AV solutions).
