Job Summary

This is an exciting opportunity to join the Mental Health & Learning Disabilities Care Group as a Senior Project Manager, advancing our improvement and transformation journey. You will be part of the Business, Improvement, Strategy & Commissioning Directorate, providing specialist support and advice in project/ change management and continuous improvement.

As Senior Project Manager you will manage one or more large‑scale projects across the organisation, leading stakeholders, interpreting national policy in the specialist area, and planning with a high level of autonomy. The role includes line management of two project staff.

This is a hybrid working role with a minimum requirement of 2 to 3 days per week from the various Cwm Taf Morgannwg Health Board sites. Interviews will be conducted on site.


Main Duties of the Job

* Project Leadership and Delivery: managing one or more large-scale, complex, or multi-site projects from initiation to closure.
* Strategic Planning: aligning project objectives with CTMUHB strategic direction.
* Performance and Reporting: creating detailed reports, monitoring progress, identifying and managing risks, and implementing corrective actions.
* Stakeholder Engagement and Co-production: ensuring a co‑productive approach to service development and liaising with senior management, Welsh Government, and partner organisations.
* Resource and Financial Management: controlling project budgets, managing resources, and ensuring compliance with financial regulations.
* Line management of project managers, including performance management and mentorship.


Welsh Skills Desirable

This post is advertised as Welsh Desirable. Whilst Welsh skills are not essential, speaking & listening skills at Level 3 (equivalent to CEFR B2) or above will be considered an advantage when short‑listing candidates.

Person Specification

Qualifications and Knowledge
* Educated to Postgraduate Diploma level in a relevant subject or equivalent experience.
* Project and/or Programme management office qualification, PRINCE2, MSP or equivalent experience.
Experience
* Experience of managing and leading successful projects.
* Experience of effective stakeholder working with external bodies.
Desirable
* Experience as a formal project manager.
* Experience working within the NHS.
Skills and Attributes
* Highly developed interpersonal and communication skills.
* Track record of complex problem solving in a project management environment.
* Competent in the use of desktop applications.
* People management skills.
Other
* Able to travel around Wales, and possibly further afield, in a timely manner on a regular basis.
* Welsh language speaking/listening skills at Level 3 or above.
