Role Summary You will be responsible for leading the enforcement of planning regulations, overseeing high-profile and complex cases, and managing a skilled team of enforcement professionals. You will ensure that all planning enforcement matters are addressed effectively, in line with regulatory requirements, and drive forward the Council’s enforcement strategies. Additionally, you will represent the Council at appeal hearings and public inquiries and may act as an expert witness. Working in close partnership with senior planning officers, legal services, and statutory bodies, you will ensure that enforcement decisions are made efficiently and in a timely manner. Key Responsibilities Lead and manage complex enforcement cases, providing expert guidance and strategic direction to your team. Prepare and oversee the preparation of formal enforcement notices, ensuring full compliance with legal and regulatory frameworks in close coordination with Legal Services. Represent the Council in appeal hearings and public inquiries, preparing statements and providing expert evidence. Supervise and manage a team of enforcement officers, including external contractors, setting clear expectations, and delivering consistent performance. Conduct site visits for enforcement investigations, liaise with stakeholders, and negotiate effective resolutions to planning enforcement issues. Foster positive relationships with ward members, MPs, statutory agencies (e.g., the Environment Agency), and other key stakeholders. Contribute to the development, implementation, and continuous improvement of the Council’s ‘Enforcement Plan’. Maintain a commitment to continuous professional development to stay abreast of evolving planning legislation and best practices. What You’ll Bring Qualifications : A degree in planning or a related discipline, or equivalent experience in planning enforcement. Experience : Demonstrable experience in managing planning enforcement cases, including complex and controversial matters such as appeals and public inquiries. Skills : Exceptional communication, negotiation, and interpersonal skills. A strong ability to interpret planning regulations and make well-informed decisions. Personal Attributes : Proactive, self-motivated, and able to work both independently and as part of a team.
