At University Hospitals Plymouth NHS Trust (UHP) we are the region’s Major Trauma Centre and we are responsible for providing care across the widest of spectrums: from within peoples homes and working with our voluntary sector partners in local communities, to offering the most specialist hospital care available in our regional centre: for example immunology, cardiothoracic surgery and kidney and bone marrow transplants. We care for 475,000 in our secondary care catchment population, with a wider peninsula population of almost 2,000,000 people who can access our specialist services.

Delivering our services through a number of key sites across Plymouth and the surrounding area:

* Mount Gould Hospital – 30 beds for general rehabilitation plus 15 beds for stroke rehabilitation patients and a discharge assessment unit with 10 beds available and a further 30 to follow.
* South Hams Community Hospital – 15 beds, managed since 2021.
* Tavistock Hospital – 13 beds, managed since 2021. Urgent Treatment Centre and Minor Injuries Units at the Cumberland Centre in Devonport, central Plymouth and minor injury units in Tavistock and Kingsbridge.
* Child Development Centre – developmental services for young children at the Child Development Centre, Scott Business Park.
* The Plymouth Dialysis Unit – patients needing treatment for renal failure are cared for in state‑of‑the‑art, purpose‑built facilities in Estover.
* Radiology Academy – The Plymouth Radiology Academy is the only purpose‑built Radiology Academy in the world and provides an inspirational environment in which to learn radiology.

We are a teaching hospital in partnership with the University of Plymouth and working with Plymouth Marjon University. As host to the Joint Hospital Group South West (JHG(SW)) in a city with a strong military tradition, we have a tri‑service staff of nearly 200 military doctors, nurses and allied health professionals who are fully integrated within our facilities.

We know the importance of civility and saying thank you and actively encourage patients, their families and our colleagues to send thank you messages through a number of channels. By capturing episodes of excellence we can learn from these events, improve practice and safety and spread the good practice throughout the Trust. Last year over 1,800 nominations were received. UHP were chosen as one of seven Trusts to take part in the national NHS Improvement Programme, to create a culture of continuous improvement by empowering staff to develop their own ideas for improvement and lead their own projects.

Contract type & working pattern: Permanent, Full time – 37.5 hours per week.

Salary: £99,891 – £114,949 per annum.

Job Overview

Director of Infrastructure Development and Site Services (DDIS) – this role is part of an exciting period of change at University Hospitals Plymouth NHS Trust, with the construction of a new Emergency Department, an additional Urgent Treatment Centre and the implementation of an Electronic Patient Record. The DDIS will lead strategic planning, project delivery and stakeholder engagement for a range of infrastructure projects, ensuring the successful implementation of ambitious plans across our hospital sites.

As the Director accountable for Estates & Facilities, the DDIS will develop, implement and support complex solutions for the delivery of estate strategy, facilities management and engineering services across the entire property portfolio. The role also includes oversight of the Trust’s capital programme, risk identification and commercial contracting advice.

Detailed Job Description and Main Responsibilities

* Provide leadership for the development of solutions for services identified as potentially moving off‑site, engaging with stakeholders to understand key requirements and ensuring plans align with clinical and integrated care strategies.
* Lead the development of briefs for non‑clinical services, including corporate, estates and facilities management services, and for research & development and education, defining energy, IT and equipment needs and the needs of other facilities on site such as retail and restaurants.
* Govern procurement of contractors and delivery teams, including specialist advice and support required to deliver business case development and delivery.
* Ensure that healthcare infrastructure is designed, constructed and delivered to the highest standard with environmental sustainability, achieving full potential of Building Information Modelling.
* Maintain whole‑site master‑planning that supports hospital design, aligns with the strategic site development strategy, development control plans and corporate and clinical strategies.
* Work with system partners to secure significant funding opportunities, creating social value and an economic development legacy for the organisation and the wider city and region.
* Manage relationships between partners and within the organisation to identify issues and risks, mitigate clinical design risks and deliver financially sustainable solutions.


Applicant Requirements

Applicants must have appropriate UK professional registration. The postholder will have access to vulnerable people in the course of their normal duties and is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020. A Disclosure and Barring Service check will be required.


Person Specification – Essential Criteria

* Substantial experience in a Senior Management position with responsibility for Estates and Facilities services and/or capital delivery in a healthcare or similar setting.
* Understanding of the dynamics and complexities of the NHS healthcare environment.
* Strong track record of entrepreneurial leadership and performance improvement at a board level, with experience of managing service‑based contracts.
* Experience of negotiating large service contracts and managing large budgets.
* Experience of best value and market testing programmes.
* Experience working with the private sector to deliver quality services.
* Demonstrable track record of developing constructive relationships and working in partnership with senior stakeholders across organisational boundaries.
* Experience of agreeing and developing SLAs with key stakeholders and service users.
* Experience of working across departments and multidisciplinary teams.
* Experience of leading a large team and setting a cultural tone, vision and direction.
* Expertise in specialist estates/facilities healthcare functions.
* Sound understanding of financial management and contract management processes.
* Knowledge of the estates and facilities function and capital investment regulations in the NHS setting.
* Understanding of healthcare provision, NHS policy and priorities.
* Experience of leading complex transformational change, adopting a collaborative approach and managing large‑scale programmes.
* Awareness of one’s own leadership style and commitment to leadership development.


Qualifications – Essential Criteria

* Chartered membership of an appropriate professional organisation.
* MSc degree in engineering, science & technology, building, surveying, architecture, estate or facilities management, or equivalent experience.
* Evidence of continuous professional development.
* Appropriate chartered registration.
* MSP qualification and experience delivering service transformation programmes involving new or significantly changing estate.
* Better Business Case Foundation and Practitioner qualification.
