Overview
We’re looking for a Compliance Operations Manager to lead and manage the delivery of a high-performing planned Building and Engineering Compliance programme across the Council’s estate. This is a pivotal role, ensuring statutory compliance across a wide range of building systems and services, while providing strong operational leadership and driving continuous improvement in safety, performance and customer service.

About the role
As Compliance Operations Manager, you’ll lead the Compliance Team to ensure the Council meets its statutory responsibilities and codes of practice across building, engineering and health & safety compliance - delivering planned programmes, robust governance, and strong service outcomes.
Key responsibilities include:
1. Lead and manage the delivery of an efficient, effective planned building and engineering compliance programme across the Council’s estate.
2. Ensure full statutory compliance across mechanical, electrical and building-fabric areas (e.g., legionella, ventilation/air & water hygiene, F-Gas, gas safety, emergency lighting, fixed wiring, lifts, asbestos, fire protection).
3. Develop, implement and maintain robust compliance policies, procedures, standards and service specifications.
4. Manage, supervise and develop the Compliance Team, including performance, wellbeing, training, recruitment and employee relations matters.
5. Plan, programme and prioritise work to meet customer needs, minimise disruption, and improve efficiency and productivity.
6. Oversee delivery through effective contract, SLA and quality management, ensuring works meet required standards and timescales.
7. Manage delegated budgets, ensuring strong financial control, forecasting and audit compliance.
8. Build strong relationships with internal stakeholders, acting as an effective link between client departments and the Compliance Team.
9. Maintain and improve essential compliance records (asset registers, surveys, asbestos register, PPM records and statutory inspection documentation).
10. Provide performance assurance through management reporting, KPIs and benchmarking, supporting continuous improvement (including CAFM development, e.g., Tribal K2).

We are seeking a Compliance Operations Manager to provide effective leadership and management for statutory and engineering compliance activity across the Council’s substantial and diverse range of property holdings spanning across operational buildings, community assets and schools.
The role is challenging but professionally very rewarding. The Council is looking for applicants who possess all the technical abilities required of a professionally qualified chartered engineer and are also sufficiently experienced with the ability to problem solve for themselves whilst building a high performing team.
