About The Role: At PwC, we’re proud to have the UK’s largest Local Public Services consultancy team. We work with councils, housing associations, charities, and devolved governments to improve public service outcomes, build partnerships, and ensure long-term financial sustainability.
As demand for our expertise grows, we’re expanding our team, including recruiting Senior Managers to lead initiatives in procurement, cost reduction, and commercial transformation.
Role Overview: This leadership role involves helping public service organizations optimize external spend, suppliers, and commercial operations to deliver measurable savings and lasting change. You will collaborate with senior client stakeholders and PwC leaders to develop strategies, execute projects, and enhance team capabilities.

Typical Responsibilities:
* Lead end-to-end client projects, from strategy to implementation and embedding change.
* Manage multiple clients and foster trusted relationships with senior leaders.
* Oversee team deliverables and guide project quality.
* Contribute to business development and knowledge sharing to grow the practice.
* Stay informed about public sector policies, regulations, and innovations.
You should have expertise in areas such as:
Cost Reduction
* Identifying and delivering savings across third-party spend and supplier networks.
* Developing cost management strategies aligned with public sector priorities.
Procurement Strategy & Delivery
* Leading procurement projects compliant with regulations (e.g., Procurement Act 2023).
* Designing and executing complex commercial strategies and procurement processes.
* Managing end-to-end procurement activities from market engagement to contract award.
* Implementing effective contract management and supplier relationship programs.
Operational Improvement
* Streamlining procurement functions for better value and service.
* Leading operational reviews and change initiatives.
* Driving adoption of new processes, systems, and behaviors.
Digital Transformation
* Fostering innovation through data, automation, and digital tools.
* Shaping digital roadmaps for procurement and commercial services.
Ideal Candidate:
* Extensive experience in public sector or consulting, focusing on procurement, supply chain, and transformation.
* Knowledge of public procurement regulations, including the Procurement Act 2023.
* Proven success in delivering complex, high-value projects.
* Strong leadership, team development, and stakeholder management skills.
* Excellent negotiation and influencing abilities, with experience working with senior decision-makers.
* Proficiency with procurement tools and data analytics.
* Willingness to travel as needed.
