Overview
Lead the NHS England commissioned national Specialist Pharmacy Service (SPS), a key component of the 2014 NHS England review. The role involves strategic development, leadership, and delivery of SPS across England, working closely with the SPS Service Leads, Office of the Chief Pharmaceutical Officer, and other NHS stakeholders. The post is based in the Pharmacy Practice Unit, Liverpool, with remote working possible and a requirement to attend site for key meetings monthly.
Responsibilities
* Provide leadership and strategic direction for SPS across England.
* Lead and oversee functional delivery to ensure SPS meets the needs of patients, providers, commissioners, clinical and professional networks.
* Ensure service requirements and key performance indicators are delivered and reported to the SPS contract management board.
* Manage the Chief of Staff of SPS and the SPS function Hub Leads within the Pharmacy Practice Unit, covering Medicines Use & Safety, Medicines Advice, Quality Assurance and Procurement.
* Lead the SPS Operational Group, comprising the Assistant Head of SPS and nominated leads from Medicines Use & Safety, Medicines Advice, Quality Assurance, Procurement and Website & Digital.
* Contribute to NHS England's Pharmacy Senior Management Team and interface with the CPhO Pharmacy Advisory Group, Acute Providers' Pharmacy Advisory Group, ICB Chief Pharmacists Group and NHS England policy teams.
* Liaise with Regional Medical Directors, Regional Chief Pharmacists and regional pharmacy workforce leads to ensure equitable delivery of SPS.
* Collaborate with the Royal Pharmaceutical Society on professional standards and recognition within the Society’s faculty programme.
Minimum Qualifications
* General Pharmaceutical Council Registration.
* Postgraduate diploma or master’s degree.
* Management qualification or demonstrable equivalent experience.
* Membership of the Royal College of Pharmacy or an equivalent professional leadership body.
Desirable Criteria
* Higher degree to doctorate level, with extensive and broad post‑registration experience.
* Substantial experience at a strategic senior management level equivalent to a Trust Chief Pharmacist of a large teaching hospital.
* Demonstrated track record of success in multidisciplinary clinical settings and clinical leadership roles, including development and implementation of clinical strategies that improve patient care.
* Demonstrated ability to lead and implement change successfully in large and complex organisations.
* Experience in delivering major policy implementation and service development in large, complex settings.
* Experience in formulating long‑term strategic plans, policies, procedures, guidelines, and standards.
* Budget planning and management experience.
* Evidence of engaging patients and the public.
* Experience across multiple areas of pharmacy practice.
* Advanced specialist knowledge of strategic issues in pharmacy, prescribing, medicine optimisation, new technologies, financial strategy, clinical governance and national policy within NHS reforms.
* Knowledge of workforce, education, and training issues relevant to pharmacy workforce planning.
* UK professional registration necessary.
