My client a leading public sector organisation based in Belfast are currently seeking a Full-Time Policy Manager. Hours: Monday - Friday, 9am-5pm Pay: £23.60 per hour JOB SUMMARY The post holder will have lead responsibility for the strategic development and delivery of the Patient and Client Council's (PCC) policy activities resulting from PCC's work in relation to Public Inquiries, and associated activities both internal and external. Write and lead the development of high-quality briefings, consultation responses, reports and other policy outputs as required. Build effective relationships with government officials, politicians, voluntary organisations, academics and others in the social policy field to further PCC's effectiveness in delivering policy outcomes. Lead capacity building with teams across PCC to ensure work in relation to public inquiries and associated learning influences practice and an understanding is embedded across PCC. The post holder will be a member of the Leadership Team with responsibility for working with senior colleagues to create and deliver specific plans for policy development with key stakeholders across all PCC functional areas. KEY DUTIES / RESPONSIBILITIES Analyse submissions to Public Inquiries and reviews including (but not limited to) Muckamore Abbey Hospital Inquiry, Urology and Covid 19 Inquiry to identify any learning for PCC and the wider HSC system which may influence or improve the delivery of PCC's statutory functions and its policy and impact role. Manage the delivery of the PCC work plan for Associates supporting PCC work on Public Inquiries. Keep abreast of all developments and updates arising from Public Inquiries and advise Senior Policy Impact and Influence Manager of any implications for PCC. Provide regular briefings to Executive Management Team and PCC Council on any updates regarding Public Inquiries. Lead the production of high-quality written policy recommendations, briefings, publications, consultation responses, presentations, and other materials that communicate complex messages clearly and effectively to a range of audiences. Brief and support staff who are required to participate in the Inquiry and ensure that they receive relevant guidance on best practice throughout the Inquiry process. Ensure comprehensive media monitoring in respect of Public Inquiries and related policy initiatives and ensure the Executive team and PCC Council are briefed in a timely and appropriate manner, recommending actions to be taken where necessary. Establish and maintain effective relationships with government officials, policy makers, and other decision-makers, relevant to PCC's policy and impact work. To work with Associates to provide advice, support and training to the PCC team to build capacity in policy and public affairs work, and undertake any other work necessary to develop the knowledge and understanding in relation to the outcomes of PCC Inquiry work. Work with Executive team colleagues to ensure work in relation to public inquiries and associated learning influences practice and an understanding is embedded across PCC Present PCC's policy analysis and asks to a wide range of audiences, including the public, the media and senior government officials. Ability to prioritise workload to adapt to changes in environment and meet deadlines and targets.
