Job Description
Job Purpose:
TheSeniorPrincipalQualityEngineer(SPQE)isresponsible forsupportingClient Projects normallyoperatingwithin aMatrixMultiDiscipline Teams (MDTs)by the provision of qualityassurance,managementandcontrolservices;
Their primary purpose is toprovide evidence oftheClient andsupply-chain adherence to the contracted quality requirements within their respectiveClientProgrammes and Projects;
Their secondary purpose is to supportClientProgrammesin achieving adherencewith the Project-wide quality arrangements,as well as ensuring that appropriateproject-specificqualityarrangementsare established,as requiredin addition toensuring the implementation ofquality for all activities within the scope of the programme, for example, Manufacturing Inspection and Test (MIT) Plans;Life-time Quality Records;NCR Facilitation; Root Cause Analysis;Audits. This could be on Client Sites or at Sub-contractorsbase within the UK and overseas;
The post holder will work in close collaboration with all other project functions and the supply-chain to ensure that project quality is delivered consistently (safely,efficientlyand right first time) compliant respecting Nuclear Safety as paramountat all times.
The PQE will Lead project direction, from a quality perspective with the ability, as required by the client to act as the Intelligent Customer
Dimensions(Contextual Information) dependent upon Client requirements:
As an embeddedmember of the Programme/ProjectthePQEwill provideleadership andsupport on the application ofspecificqualityactivitieswithin projects/contracts as directed by their client line managerto ensure both consistency and compliance;
definingquality arrangements, specificallyforthethesafe,efficientand rightfirst timedelivery of the project activities undertaken by the MDT frominceptionthrough to operational handoverincluding for example,Life TimeQuality Records (LTQR);
ApprovingProject Quality Plansand MIT Plansin a consistent manner;
Direct and whererequiredundertake surveillance/inspection activities (Client Sites/Sub-contractor facilities);
Provide guidance on acceptability criteria andwhether or notproduct quality is beingachieved ordiminished;
Ensuring that data capture and analysis of qualitymetricsis undertaken toensure thatinput to management reports on the delivery of quality within the MDTare unambiguous;
Tohave oversight ofthe non-conformance processin the identification ofProject-widePreventativeActionas well asfacilitationtimelyclosure ofnon-conformancereports,and to ensureproject-widelearning is maximised;
Tocontribute to the planning as well asLeadwork stream and cross-project audits asrequired.
Provision of budgetary oversite asrequired.
Lead a team of Quality Practitioners
Principal Accountabilities:
TheSeniorPrincipalQuality Engineerisaccountable totheClientfor the following:
Delivery ofthe day-to-day quality management activities requested by theClient, in line with the general directions given by theClient’sQualityDirectoras defined inpersonalobjectivesor Task Orders;
Leadsqualityrecordsreviews and checks toenablequality oversight andtheassurancethat quality is delivered by the supply-chain and the MDT, efficiently andin accordance withspecified requirements;
Participates asrequiredin theproduction/reviewof the Programme Quality Delivery Arrangements Planand specific MIT plans;
Participates inoversightofthe reviewand acceptance ofQuality Plans/Inspection & Test Plansprovided by the supply-chain;
Supports theClientby taking the lead onestablishingeffectiveQuality Assurance, Manufacturing /SiteSurveillance programmes/ plansthat enablecoverage of identifiedrisks;
Ensuresthatsurveillanceactivitiesin accordancewithspecific MIT Plansare undertaken;
Ensuresthatappropriate controlsareestablishedwith respect to the provision ofQuality Records or ‘End of Reports’bysub-contractors;
Support theeffective close out ofnon-conformances(including Root Cause Analysis)through the engagement ofsubject matter expertsas well asthe application of project-wide preventative action;
SupportsQuality Auditors(Client and Sub-contractor based)in the prompt resolution of audit findings within the supply-chain and the MDT;
Ensures thateffectiveparticipationin Programme and Project risk & opportunity reviews including lessons learnt reviewsbythe Client;
Participatesin and where appropriateLeadsinvestigationsrelated to quality issues;
Provides leadershipinthe provision ofregularqualityreports on:
the delivery of quality(Product & Process)by the supply chain and the MDT;
the status of non-conformances, inc. root cause/repeat events
supply chaincapability/readiness and performance;
quality recordsRFT, backlog etc.
Qualifications
Knowledge, Skills& Experience:
Minimum of15years post academic experience;
Experience inlarge/complicatedprojectenvironment, preferably inthenuclear(or heavily regulated)sector, with significant focus onProduct/project qualityrole, and with a specific engineering discipline knowledge;
Has a minimum of10years experienceworkingin the Nuclear Sector
Position requires a dynamic individual who is a teamleader as well as a teamplayer and has a solid understanding of the qualityassurance andcontrol principles, andprocessmanagementinprojects;.
understandingof working in an international quality environment;
Experience inleadingcompliance with National and International standards such as GS-R-3, ISO 9001,ISO19443;ISO 3834;EN10204;
Workingknowledgeof Licence ConditionsLC6;LC17and ONR TAG 077;
Experience of engaging with Regulator(s) on technical quality issues
Experience planning andLeadingInternal and Supplier Audits;
The ability to carry outunsupervisedinspections toappropriate standardse.g. pressurised systems
Experience in the review of Quality Records(e.g. Material Certification;CFSI)
Experience intheanalysisofqualitydata at various levels acrossthe business;
The ability to influence and to provide constructive challenge which is accepted by others;
The ability to build effective relationships with internal and external stakeholders;
Experience in that application of Qualitybasic and advancedtools & techniques(e.g. Histograms;SPC; Cause & Effect, Design of Experiments);
Pro-active and flexible, being prepared to plan andessential toworkon own initiativeacross a broad range of issuesto drive performance against all dimensions of the quality systems;
Fluent inverbal and writtenEnglish language, preferably with some Frenchor secondlanguage skills.
Has extensive experience working at astrategic level.
Qualifications:
Member/FellowGrade Member of the Chartered Quality Institute (CQI)and a Chartered Quality Practitioner;
Qualified to (preferably engineering)HNC/Diploma/C&GGraduatelevel as a minimum;
Formally recognised qualification in Quality,e.g,Diploma or Advanced diploma in Quality;
Qualified toDegree/MasterDegreein a QualityRelatedSubject;
Formal Management Traininge.g.Chartered Management Institute;ideally leading to Chartered Manager;
Registered as a Chartered Manager (C.Mgr.)
NEBOSHCertificate/Diploma(Role Specific);
CSWIP3.2 Senior Welding Inspector(Role Specific);
Internationally recognised NDT Qualifications in Radiography; Dye Penetrant; Magnetic Particle;ultrasonics.Minimum Level III(Role Specific).
