Driver and Vehicle Standards Agency - Department for Transport Careers
The National Compliance Casework Manager will work within the Office of the Traffic Commissioner (OTC).
The Traffic Commissioners (TC) have responsibility for the licensing and regulation of GB based operators of heavy and light goods vehicles involved in international transport, buses, and coaches (public service vehicles) and of those who drive them, the registration of local bus services, adjudication of appeals against the impounding of vehicles operated without a valid operator’s license and other functions.
They will be responsible for ensuring that all functions are carried out in an efficient and timely manner so that matters of non-compliance managed as soon as possible and in accordance with the Statutory Documents and Service Level Agreements.
Acting in accordance with delegated authority awarded from TCs, the role holder will review evidence received from enforcement agencies, clarify, and seek further evidence or investigations when required, and prepare submissions setting out a clear recommendation supported by the legislation and with reference to the Statutory Documents. Where appropriate, they may issue warning letters or propose and accept regulatory undertakings directly to the operator.
They will compile Section 9 or Section 43 statements for the purpose of prosecution and attend Magistrates Court to give evidence if required.
The role holder will work closely with the National Compliance casework officers providing case management support, mentoring, and coaching to share knowledge to improve quality and standards.
They will regularly and effectively engage with the traffic commissioners and OTC staff in the hearing centre and licensing teams to ensure that a joined-up approach is taken to all functions. They will represent the traffic commissioner at meetings with stakeholders and providing briefing or other supporting documents.
Further responsibilities will include:
* To collate evidence received from enforcement agencies related to the non-compliance of operators and drivers and produce complete and accurate submissions to a TC in accordance with the Statutory Documents recommending an appropriate course of action.
* Processing applications for the return of vehicles that have been impounded, liaising with the relevant parties to ensure the TC has a complete case in order to make an informed decision and referring hearings to the relevant Hearing Centre once prepared.
* To provide advice and support to the Traffic Commissioner (TC) and caseworkers on complex or complicated cases as and when required.
* Attending meetings both with and on behalf of the TC with a variety of stakeholders to include operators, industry representatives and enforcement agencies and within DVSA and where attending on behalf of the TC to provide full feedback from the meetings.
* Contributing constructively to the continuous development of the OTC to improve processes and delivery of service.
* Responsibility for day-to-day customer relationship management; this will include responsibility for supporting services to facilitate a better interface with operators who have operator licences in more than one traffic area.
