The role of a Project Manager within MPP Army is to lead and manage the project and the project delivery team on a day-to-day basis. The Project Manager is responsible for driving and overseeing delivery of the project to ensure that the objectives are clearly defined and the project is delivered within the agreed time, cost and quality constraints. The Project Manager has a key role in project governance and leads the interface with stakeholders, suppliers, subject matter experts and the Army customer to ensure the agreed project outputs are delivered, enabling benefits to be realised.This Project Manager role is within the Defence Estates Optimisation Programme (DEOP) delivered by MPP Army. DEOP is delivered within a Strategic Alliance, requiring you to work collaboratively with contractors and consultants and alongside the Army. It focuses on standardising design and commercial processes to create a high quality, sustainable defence estate that enhances the working, training and lived experience of our service personnel. Tasks 1. Leadership and management Support team members and other colleagues to contribute to business outputs and departmental goals. Promote strong working relationships both within the team and with other teams across DIO. Develop the skills and experience of colleagues as part of their career journey. 2. Delivery Overall accountability for development of solutions and delivery of outputs to meet customer requirements. Overall responsibility for driving and overseeing the delivery of the project to ensure that the objectives are clearly defined and achieved within the agreed time, cost and quality constraints. Day to day management and leadership of the project and the project team. Primary interface for suppliers contracted to support the delivery of the project. Identify, set and monitor project controls including schedule milestones and cost. Design the project team delivery structure appropriate to stage. Select and apply appropriate delivery methodologies. Support the customer in their co-ordination and development of project Business Cases and provide high quality data and information to support the Business Case. Build the Project Plan and apply appropriate project principles to deliver stated objectives. Track, forecast and report delivery against schedule/milestones, cost and scope. Construction Health & Safety CDM role of the client Ensure that the project approach delivers a sustainable and resilient estate and supports the delivery of government sustainability requirements and targets and contributes to the UK obligations to achieve Net Zero emissions of greenhouse gas by 2050. 3. Budget and Resource management Understand the cost drivers associated with the scope and plan of work. Track, forecast and report delivery against budget. Schedule/manage resources to deliver the project. Manage procurement and delivery of contractors and consultants in support of the project. Support Commercial colleagues by reporting on performance of suppliers using contractual measures (KPIs) and corporate tools. 4. Stakeholder management Identify key stakeholders and develop effective relationships with a wide range of internal and external stakeholders. 5. Risk and Issue Management Identify, quantify and monitor project risks and issues. Develop and manage mitigating actions and escalate as appropriate. 6. Governance, Assurance and Change Management Provide information and key reports to support effective governance and decision making. Ensure appropriate project assurance is in place. Ensure effective Change Management processes are in place and ensure that the processes are used as part of documenting and agreeing controlled changes. Person specification Essential Project Management or relatable experience of working as a member of a large or medium complexity project team or alternatively as a specialist or work stream lead or PM for a smaller, low complexity project. Demonstrable experience of strong stakeholder management skills Desirable Experience of working as a Project Manager on a large or medium complexity project. Experience of working on construction projects Technical awareness / understanding of construction methodologies including RIBA Plan of Work Experience in managing commercial relationships Project Management qualification Membership of an appropriate professional body such as APM, RICS or CIOB Licences As this role requires frequent visits to ours sites, some of which are remote, the successful candidate is expected to hold a current Full UK driving license.
