As part the Central FinOps Team, you will enable delivery of data products that enable the Home Office to understand, govern and optimise public cloud spend across AWS and Azure, supporting showback/chargeback and cost optimisation outcomes. You will oversee the ingestion, normalisation and enrichment of cloud billing and usage data, with a strong focus on CUR (including CUR2) and FOCUS datasets as foundational sources for departmental reporting.
You will ensure the organisation can confidently interpret cloud billing behaviour, including the application of commitment-based discounts and commercial mechanisms, and translate this into trusted, reusable data assets. You will work closely with finance and engineering stakeholders to ensure outputs meet operational needs (including exportable, finance ready reporting) and improve the quality of the standing data that underpins allocation and recharge.
A key part of the role is enabling consistent access to insight through dashboards and datasets, including those built in AWS QuickSight using AWS and Azure billing data enriched with organisational context (e.g. cost centres and portfolios).
You will also help set minimum standards and requirements for FinOps capability across the hub and spoke model.
Lead Data Engineers deliver the data engineering vision for the organisation as set by the Principal Data Engineer. As a Lead Data Engineer, you will focus on designing and implementing numerous complex data flows to connect operational systems, data for analytics and BI systems.
You will identify and deliver new data sources and develop ETL processes, collaborate with the Data Acquisition, Analytics and Infrastructure teams to deliver the data strategy through the design and implementation of technology systems.
You will lead the data management and data engineering services and analytical projects, working collaboratively with other teams to acquire and ingest new data sources. You will also work with the Principal Data Engineer, Data Architects, Database Administrators, Technical Architects, Solution Architects and Data Analytics team to set the enterprise data strategy and standards and agree implementation and governance.
Main Responsibilities
* Managing data sources in a way to improve data quality and conform them for analysis.
* Developing new data models and ETL processes, working collaboratively with the analytics team and mapping data to an appropriate matching data model.
* Exercising key stakeholder management skills in order to manage expectations, listen and interpret business needs, communicate progress and facilitate difficult conversations, while building a 'service culture' around data.
* Managing the performance of suppliers and the data team to improve capability, as well as creating the roadmap which balances immediate user needs with long-term investment.
* Developing processes to balance data availability, capacity and data archiving, while continually improving processes and efficiency in the acquisition and ingestion of data.
* Overseeing the production/publication of regular and ad-hoc cloud costs reporting.
* Recharging all public cloud costs across the department.
* Working closely with Finance colleagues to maintain oversight of cloud spend across the organisation and complete accurate showback/recharging to ensure budgetary and regulatory compliance, answering ad-hoc finance-related cloud cost queries and contributing to business area budget decisions.
* Line managing staff, including coaching and professional development.
* Effectively leading and managing teams, helping them deliver technical products and projects in data analysis, solution design and end user reporting.
* Working with stakeholders to gather requirements and deliver findings.
* Presenting complex ideas and recommendations that inform decisions in a clear way to technical and non-technical audiences and senior customers.
* Experience of using data engineering and analytical tooling used to process and analyse large scale cloud cost and usage data, including SQL (Presto/Trino via Athena), PostgreSQL, and Python. This includes hands on experience working with AWS Cost and Usage Reports (CUR v1/v2), FOCUS files, and semi structured data formats such as JSON, Parquet and Iceberg, ensuring accuracy and consistency in financial reporting and analysis.
* An excellent in depth understanding of cloud data platforms and billing data models, particularly across AWS and Azure, including how usage, pricing, amortisation and allocation are represented. This includes deep knowledge of cloud provider billing intricacies, commitment based discounts and incentives (e.g. Savings Plans, Reserved Instances, Azure Reservations, enterprise agreements), how they are applied in practice, and the known quirks and edge cases that affect cost transparency and optimisation.
* Proven ability to implement best practice for data engineering, automation and reliability, including version controlled development (Git/GitLab or equivalent SVE) and automated, repeatable pipelines. This includes designing and maintaining robust processes for cost ingestion, enrichment, validation and analysis, using services such as AWS Lambda, Step Functions, DynamoDB and Glue, and ensuring FinOps data products are auditable, resilient and fit for decision making at scale.
* Experience in the use of cloud native data technologies to deliver and evolve FinOps capabilities, including AWS and Azure, S3‑based data lakes, Athena, Glue, Lambda and QuickSight (including dataset manipulation and analysis automation). This includes implementing Cloud Data and FinOps strategies to enable multi‑cloud cost transparency, accurate allocation and recharge, and effective optimisation through a deep understanding of provider billing behaviour, discounts and commercial models.
* Understanding of Governmental finance processes and procedures, including accounting and reporting.
