FOST DUTY OPERATION OFFICER TO FLEET OPERATIONAL STANDARDS and TRAINING (FOST(S)) Duty Operations Officer (DOPS) is responsible to the SO2 Operations (SO2OPS) for the safe and effective execution of FOST(S)’s Weekly Practice Programme (WPP). Superiors Accountability. The DOPS is accountable to SO2 OPS for his principal and secondary tasks. SO2 OPS will acts as the 1RO and FAVO as the 2RO the DOPS. Subordinates The DOPS will act in a supervisory capacity for the Duty Operations Assistant (DOPSA) who, is to assist the DOPS in the execution of their duties as laid down in the DOPSA’s TORs. The DOPS may be called upon to provide performance assessment / information to the DOPSA’s (civilian) Line Manager to assist in their career management. Principle Tasks To act as a Day/Night watchkeeper in a watch bill of 1 in 5 (or in extremis 1 in 4 for a limited period of strictly no more than 3 months), which includes traditional leave periods and Bank Holidays, whilst running the output of FOST (S) Operations Room. The DOPS primary purpose is to run the current and overlapping subsequent Weekly Practice Programme (WPP), ensuring the safe and effective programming of units and activities within the South Coast Exercise Areas (SCXAs). To promulgate details of naval firings (GUNFACTS) and submarine activities (SUBFACTS) twice daily (Midday and Midnight) and to signal WPP Amends when required. The management through the DOPSA, SO2 Air and FOST Air Ops of all enabling functions (SERCO Boats, FHSU Helicopters, Air Assets and Motor Transport) to meet movement’s and demands of FOST staff as required to fulfil the WPP. To maintain situational awareness of all METS issues affecting units under FOST(S) OPCON and to brief the chain of command accordingly. To monitor and act upon received signal messaging and emails, bringing to the attention of senior officers anything of operational relevance to the organisation. To supervise the DOPSA when closed-up, ensuring that they conform to their TOR’s and accepted FOST working practices. In conjunction with METOC, Air OPS and DOPSA, Plymouth Military Radar/SATCO compile and deliver the FAVO operational weekly brief. The DOPS is to compile, with working day assistance from the DOPSA and deliver the Weekly War Update Brief. Carry out a set of security rounds which incorporate Grenville and Raleigh Block’s during the silent hours and at weekends. When closed-up, ensure that all requisite communications circuits are both guarded and operated correctly during the following time periods: Channel 74 by the DOPS / DOPSA and Air Ops (when latter closed-up) Plymouth Air Safety and Mil Guard (243.0Mhz) when Air Ops closed-up. To liaise and cooperate with external agencies to expedite rapid and efficient prosecution of all actions relating to safety to life. This includes Search and Rescue operations, any sub-safety issues, as well as any other issues relating to safety within the SCXAS. Maintain OPS within the DOPS role. Secondary Tasks To co-ordinate staff transfers through the DOPSA and in conjunction with Air Ops, SERCO, Motor Transport and other assets, where appropriate. To coordinate training and supporting assets, making full use of specialist organisations, and seeking advice as necessary. To inform assigned staff of programme changes which take place after 1600 and affect the following morning embarkation times/boat transfer times by means of Rant & Rave (RAPIDE), Telephone or verbal dissemination by third parties (e.g., WHATSAPP). Any changes which take place over the weekend should also be relayed if they impact on the Mon AM programme. Rest Periods The DOPS officer is to take a 1-hour rest period during the 12-hour watch cycle. When the operational tempo permits, the DOPS will not be required to be present in FOST HQ during the Fri and Sat night watches. During these periods the DOPS is to be at 1 hours’ notice, available for phone calls and to monitor OS level online correspondence. A developed staffing model exists (CTM 14/22) which allows for periods of reduced DOPS availability and more flexible use of Ops Room personnel.
