Education Capital and Place Planning Officer – North Northamptonshire Council (Hybrid)

* Salary: £361.97 per day
* Hours: 37 hours per week
* Working schedule: Monday to Friday – Flexible
* Contract length: 3‑month contract
* Location: Home based / Kettering
Role Overview
To support the Council’s statutory duty to secure sufficient 0‑25 educational provision across North Northamptonshire by identifying need for school places, commissioning and establishing new places, and managing capital projects that deliver new school facilities, improve maintained school estates and advance decarbonisation initiatives.
Principal Responsibilities
* Process funding agreements for education capital projects in partnership with the legal team.
* Provide project‑management support for new projects and new school builds.
* Prepare briefing notes and executive reports for the strategic capital board and executive team.
* Undertake statutory school‑place planning, liaising with admissions, planning, regeneration officers, developers and contractors.
* Monitor planning processes and secure section 106 contributions, using forecast data and robust costings.
* Manage specific school capital projects within the capital programme, ensuring delivery against time, cost, value for money and sustainability criteria.
* Identify, record and resolve project‑specific risks and issues in a timely manner.
* Meet corporate reporting deadlines, including the Service Strategic Highlight Report and Children’s Capital Programme Board.
* Oversee external project consultants, monitoring contractual progress and deliverables.
* Lead the development and delivery of each project’s communication strategy.
* Coordinate key project events and consultations, ensuring adequate publicity and stakeholder engagement.
* Handle complex enquiries from stakeholders, including member and MP questions and Freedom of Information requests.
* Maintain knowledge of new legislation, statutory guidance, central government policies and local authority practices related to the Schools Capital Programme.
* Evaluate procurement and delivery methods, contributing to the procurement strategy for the education capital programme.
* Develop and support Asset Management Plans for maintained schools, prioritising devolved maintenance and capital funding and supporting decarbonisation through heat‑decarbonisation plans.
Qualifications
* Degree level education or equivalent qualification (e.g. NVQ 4, HNC).
