Offer description

1. Project Accountant / Finance Business Partner
2. Location: Bristol (hybrid)
3. Contract: 3–6- month project (initially) – Outside IR35
4. Start: April 2026
We are recruiting for a newly created Project Accountant / Finance Business Partner role to deliver a time‑criticalpliance andernance project within aplex organisation. This is a highly visible assignment, working across Finance, Estates and Payroll, with exposure to senior stakeholders and external bodies.
The ProjectThe organisation currently has staff occupying residential amodation, some at market rent and others at reduced/core housing rates where on‑site living is essential to the role.

The purpose of the assignment is to:
5. Undertake a full review of staff residential tenancies
6. Ensure fullpliance with HMRC rules around eligibility for reduced rental charges
7. Confirm that market rent reviews are being carried out appropriately
8. Identify and calculate any benefit‑in‑kind (BIK) exposures
9. Update and formalise internal guidance, which is currently outdated.
10. Following the review phase, the role will move into implementation, embedding new processes and controls.
Key Responsibilities
11. Review and assess all staff tenancy arrangements for HMRCpliance.
12. Interpret and apply HMRC guidance relating to staff amodation and benefits
13. Understand and assess tenancy lease terms and eligibility criteria
14. Calculate benefit‑in‑kind liabilities where rental reviews have not been applied correctly
15. Support updates to payroll processes and financial accounting treatment
16. Coordinate discussions with HM Treasury, HMRC and trade unions (not leading negotiations)
17. Support approval and accounting for any losses or write‑offs identified
18. Rewrite and formalise internal guidance, clearly defining:Roles and responsibilitiesReview timelines
About You
19. Qualified finance professional (ACA / ACCA / CIMA or equivalent)
20. Strong technical accounting andpliance background
21. Proven experience interpreting HMRC guidance, ideally relating to benefits or staff amodation
22. Confident, pragmatic and delivery‑focused
23. Strong documentation and process‑improvement skills
24. This role would suit a Project Accountant, Finance Business Partner or Technical Accountant with a strongpliance mindset.
