Working as a triumvirate with the Clinical Director (CD) and Associate Director of Nursing (ADoN) and based upon the trust's overall strategic vision and accountability framework, the Operational Director will drive the directorate strategy and oversee sound systems of governance and performance. The leadership of the directorate involves partnership working and shared responsibility between the OD, CD and ADoN.

The Operational Director will be responsible for providing the necessary strategic direction, leadership and vision, to enable the Directorate to meet its objectives as set out in the corporate strategy and will have a prime role in the provision and development of services.
Accountabilities
* Accountable to the Chief Operating Officer for the operational, contractual, constitutional and financial performance of the Directorate, delegating aspects as appropriate.
* Professionally advised by the Chief Operating Officer to ensure high‑quality care delivery.
* Responsible for Operational Governance within the Directorate.
* Collaborates with the Triumvirate for Clinical Governance.
* Develops the culture to make the Directorate a great place to work.
Strategic and Operational Leadership
* Provide strategic direction for service development and enable delivery within the Directorate, networking with other Operational Directors to deliver patient pathways across HDFT efficiently.
* Deliver an agreed business plan incorporating quality and efficiency targets supporting the overarching strategy of the CYPPH Directorate.
* Ensure financial balance, WRAP delivery and budget management for the Directorate and the Trust as a whole.
* Allocate and utilise resources to meet objectives and targets in service agreements relating to quality, volume, and cost.
* Build relationships with internal and external partners to support high‑quality and safe services for patients, children and families.
* Interface with other providers and commissioners to inform and deliver appropriate pathways throughout the health and social care system.
Clinical Governance and Staff Management
* Oversee a comprehensive clinical governance programme, including quality improvement, regular reviews, and adherence to national guidance.
* Manage risk effectively using appropriate assessments and mitigation steps.
* Ensure that all clinical staff operate within clear lines of responsibility and accountability, with appropriate performance management.
* Agree with Clinical Director on duties for consultants and SAS doctors, incorporating into annual plans.
* Ensure systems for annual appraisal, mandatory training, and revalidation.
* Ensure delivery of national workforce standards such as the New Deal on Junior Doctors Hours and European Working Time regulations.
* Provide Continuing Professional Development for clinical staff.
* Meet external regulator targets, including Constitutional Standards.
* Establish staff engagement action plans and promote a culture aligned with KITE values.
* Provide management training and development to key staff.
* Engage in succession planning, identifying colleagues for clinical management roles.
* Participate in recruitment of Lead Clinicians and other managerial posts.
* Act as immediate line manager for General Managers, supporting their development.
* Agree annual Directorate objectives with COO, ensuring delivery and representation of the Trust.
* Represent the Directorate at Trust level and with external agencies, supporting new service models aligned with national priorities.
* Identify public health support required locally and prioritise actions for 0‑19 Services.
