JOB PURPOSE • To lead and manage the People Services functions within the wider Workforce & OD function for the Trust, and to work closely in collaboration with the HR Business Partners (HRBPs), Assistant Director Medical Workforce, Assistant Director Employee Services, Resourcing Manager and Talent Acquisition Lead, holding teams to account for delivery of agreed KPIs and objectives. • Deputise for the Deputy Chief People Officer providing professional leadership and strategic focus to all members of the Workforce & OD function, ensuring the delivery of the Trust’s objectives, by the provision of a customer focused service. • To use analytical and judgemental skills to diagnose and find solutions for problems that may be complicated and made up of several components. To ensure services are provided in the context of statutory and regulatory compliance with accountability for delivery of nationally mandated, and locally agreed targets and standards. • To develop the Business Partnering service with the aim of developing, building and maintaining relationships with key stakeholders, promoting the department and adding value to the business through organisational development methodology. • To lead a professional and effective recruitment service, ensuring that appropriate resourcing plans are established. • To share accountability for delivery of the people aspects of the Trust’s Business and People plans, including realisation of cash efficiency savings. • To advocate and role model optimal and flexible use of resources, having joint responsibility for the effective use of temporary staffing in the Trust with the Assistant Director Employee Services. • To work collaboratively with other heads of services across the Workforce & OD function to develop and embed the People Strategy. • Be responsible for driving Trust-wide Workforce Planning to ensure it is a dynamic process connected with business planning in the Trust. • Develop and present business cases to secure funding and a Trust wide mandate for People Services projects and initiatives. • Act as a point of escalation for all complex and sensitive employee relation cases, providing generalist support to senior staff and Trust Executive Directors. • To lead the employee relations specialist function ensuring and monitoring effective case management to timescales and ensuring fairness of application of procedure and employment law to all staff and develop strategic and tactical solutions to resolve cases. • Share responsibility for operational governance for the Workforce & OD function, ensuring all policies and procedures are up-to-date and in line with Employment Law and National Guidelines. • To lead on development and delivery against key performance indicators. • To lead on effective partnership working with the recognised Trade Unions to achieve mutually accepted outcomes. • To act as a role model for the Trust’s values and provide strongly focussed expert professional leadership to effect transfer of power and decision making to the frontline whilst ensuring continued improvement and effective delivery.
