Highway Design Engineer – Capital Projects
Rate: £40:50p/h | Inside IR35 | 3/4 days on-site (ME2)

BBL Property are working in partnership with a Kent County Council to recruit a highly motivated Highway Design Engineer to support the delivery of their Capital Projects programme. This is a hybrid role based in Kent, offering an excellent opportunity to contribute to major infrastructure improvements that benefit local communities.
The Role:
You will take the lead on the design and delivery of highway schemes under the Local Transport Plan, S106, and wider infrastructure programmes. From feasibility through to construction, you will ensure compliance with national design standards and local policies while managing cost, quality, and programme delivery.
Working within the Highways Capital Projects team, you'll also prepare and manage contract documentation, including NEC-based bespoke contracts and TMC works orders, and act as Contract Administrator on-site during construction phases.
Key Responsibilities:
Prepare and develop compliant highway designs using AutoCAD and relevant design tools
Deliver projects from inception to completion with a strong focus on safety, cost control, and efficiency
Draft works orders and manage procurement under the Council’s Term Maintenance Contract
Supervise site works, manage contract administration, and process contractor payments
Liaise with stakeholders including elected Members, colleagues, and the public
Ensure projects align with Kent County Council’s strategic aims and carbon neutral goals
Analyse design solutions and explore innovation in highway engineeringWhat We’re Looking For:
Solid knowledge of highway design and construction principles
Experience delivering local authority highway or infrastructure schemes
Strong communication skills and ability to coordinate multi-disciplinary teams
A proactive, collaborative approach to stakeholder management
Understanding of relevant national standards (DMRB, Manual for Streets etc.)
AutoCAD for Highway design is mandatory, please show experience of this on your CVWorking Style:
This is a hybrid role based at an office location in Kent (ME2) with a minimum of 3 days per week on-site. Flexibility is offered for remote working the remainder of the week. Occasional full-time office attendance may be required depending on project needs.
