The Digital Transformation Programme Manager is accountable for a portfolio of projects that reviews how clinical and operational data and technology is delivered, realising opportunities to better meet the needs of the transformation programme and services we support, maximising benefit from ICS partner collaboration. This role is key to ensuring colleagues have the data integration and technology work streams, tools, information, equipment and user training support to ensure economies of scale and population outcomes and benefits.
The post holder will be expected to demonstrate excellent leadership and problem-solving skills, line management and team building skills, negotiation and facilitation skills to support the Director of Elective Care and Head of Digital.
The purpose of this role will provide key leadership and oversight of a number of key critical system implementations across the Shropshire Telford & Wrekin Integrated Care System (ICS).
Main duties of the job
The Programme Manager will have line management responsibility and will report into the Head of Service Improvement. The post holder will have also responsibility for other digital projects and will need to manage the team who deliver the RASand TRAQs services in its current form and be responsible for maintaining an excellent service through the evaluation and implementation of any agreed changes.

A summary of main duties include but are not limited to:
* Oversightand accountability for the designand co-ordination of the transformation
* Line management of RAS/TRAQs team members
* Programmemanagement and day to day running of complex, large-scale transformation affecting public-facing services
* Identifying resources to enable project delivery and assuring delivery on time and to budget
* Setting up and planning of the project(s) including project steering groups, project assurance function, project teams, project documentation using recognised project management methodologies
* Manage and monitor the budgets associated with the projects including procurement, transacting funds to the relevant organisations and regular reporting of spend for local, regional, and national financial returns
* Project reporting compliant with the governance framework
* Identifying and managing the risks and dependencies associated with each project
* Working closely with Primary Care, ICB Digital, Public Involvement/Communications, Business Intelligence and Analytics and Inclusion, Inequalities and Clinical leads
* Maintaining knowledge of local, regional, and national projects that are current and pending
Providing expert project management advice and support to other staff and teams within ICB and partner organisations

Qualifacations
* Educated to masters degree level and / or relevant experience in specialty
Experience
* Experience of digital transformation
* Experience of elective care, and the importance of booking and scheduling
* Experience of programme management in a healthcare setting
Skills Knowledge and Competencies
* Knowledge of ICS aims and objectives
* Technical, Financial and Operational knowledge for the ability to make decisions autonomously
* Excellent communication, presentation and interpersonal skills
