We're on a journey to build a workforce reflective of our Borough.

We are committed to fostering diverse teams where everybody can bring their authentic selves to work and feel that they belong. If you want to work for a Council where everybody is encouraged to meet their full potential and make a difference in our neighbourhoods, we would love to hear from you!

Your role:

A Library Business Partner strategically supports library services by aligning operational goals with broader organisational priorities. They collaborate with library teams to analyse performance data, identify service improvements, and optimise resource use. Acting as a bridge between frontline staff and senior leadership, they provide insights to inform decision-making and drive innovation.

We want someone who can reimagine physical spaces, making them flexible, welcoming, and future-ready. A bold thinker who can drive change and challenge the status quo. A passionate advocate who can deliver the message that libraries are more than just books and that they are places for digital exploration, youth engagement, community empowerment, and lifelong learning. A collaborator who can work across teams, with communities, and with young people to co-create spaces and services that truly reflect local needs. The role also involves supporting funding bids, shaping strategic plans, and ensuring services meet community needs. Strong stakeholder engagement, financial acumen, and a passion for public service are key. Ultimately, they help libraries deliver impactful, inclusive, and sustainable services in a rapidly evolving digital and social landscape.

About you:

As a Library Business Partner you will require strong analytical skills to interpret data and assess service performance. Excellent communication and interpersonal skills are essential to enable an effective collaboration with staff, stakeholders, and leadership. Project management experience would be an advantage as this will help support the delivery of initiatives, while adaptability ensures responsiveness to changing community needs and digital trends. Above all, you will need a passion for inclusive, innovative library services and the ability to influence positive change across a diverse and evolving service landscape. We are looking for someone who is a visionary changemaker to help redefine what libraries mean to our communities.

This is not about quiet corners and dusty shelves. It’s about radical transformation, modernising spaces, challenging perceptions, and delivering a message that libraries are vibrant, inclusive, and digitally empowered hubs of learning, creativity, and connection.

About us:

Wigan Council has been voted ‘Overall Council of the Year’ at the APSE (Association for Public Service Excellence) Awards. We are signed up to the Greater Manchester Continuous Service Commitment ensuring that your service will be continuous or 'unbroken' between the supporting organisations.

It draws on the strengths of our individual organisations, recognising that together we can achieve much more for our communities by delivering on our 2 place missions; create fair opportunities for all children, families, residents and businesses and make our towns and neighbourhoods flourish for those who live and work in them.

This is a fantastic opportunity to be part of a dynamic and highly driven team, working closely alongside communities and partners across libraries in the Borough, to ensure buildings are vibrant community assets.
