Portfolio Director Improvement and Transformation Delivery

We are looking for a Portfolio Director for Improvement and Transformation Delivery who will provide strategic leadership for the organisation's Improvement and transformation portfolio, ensuring delivery of major change programmes that improve quality, efficiency, patient experience, and financial sustainability. The postholder leads the design, governance, and delivery and execution of a multi-year transformation strategy and programme and Financial Sustainability Programme (FSP), working across clinical, operational and corporate divisions to deliver measurable benefits taking a continuous improvement approach and building improvement capability across the organization.

This role is pivotal in shaping the organisation's future operating model, embedding a new approach to change and transformation and a culture of continuous improvement. It will ensure alignment with the Trusts new 5-Year Strategy which is aligned to the ICB Strategic Commissioning intentions, IC S priorities and national NHS policy.


Main duties of the job

As Portfolio Transformation and Improvement Director you will be responsible for setting direction for a key transformation priority, ensuring delivery at pace across the organisation. The post holder will need to be highly experienced in delivering significant transformation programmes using continuous improvement approaches and will understand the high level of organisational and political sensitivity required to ensure successful delivery of programmes at this level. They will need to manage a complex set of relationships with both internal and external stakeholders whilst delivering the transformation aims and will be required to regularly engage with Boards and Committees both at Trust and system level, and with other key committees in public such as the Health Overview and Scrutiny Committee.

Job responsibilities

Strategic Leadership

Translate strategic objectives into a coherent, prioritised programme of work with clear outcomes and benefits, working with key stakeholder across the organization including clinical and divisional leads.

Lead the development and delivery of the organisations transformation strategy and long‑term change portfolio.

Ensure a focus on the delivery of IC S priorities, evidencing real change for patient care using a variety of evaluation techniques including a systematic use approach to case reviews.

Support in providing the Executive Team, committees and board on transformation opportunities, progress and risks.

Ensure transformation aligns with the Trust strategy and strategic framework, ICB strategic commissioning intentions, national policy, and regulatory requirements.

Lead the Trusts Financial Sustainability Programme and team, working with divisions to develop robust financial sustainability plans to contribute to the trusts overall financial sustainability strategy.

Oversee the Improvement and Transformation Portfolio Office (PMO), ensuring robust governance, reporting, and benefits realisation.

Lead major programmes such as service redesign, digital transformation, productivity improvement, and pathway optimisation.

Ensure programmes are delivered on time, within budget, and to agreed quality standards.

Establish and maintain a clear framework for risk, issue, and dependency management.

Build strong relationships with IC S partners and other key stakeholders including NHS England. Representation in system wide transformation boards, collaboratives, and strategic planning forums.

Drive cross organisational initiatives that improve population health outcomes and reduce unwarranted variation.

Leadership of People & Culture

Lead and develop a high performing transformation and improvement team.

Promote a culture of innovation, continuous improvement, and evidence‑based decision making.

Ensure clinical engagement and co‑production are embedded in all transformation programmes.

Act as a visible, credible leader who inspires confidence and drives change.

Performance, Quality & Finance

Ensure transformation programmes deliver measurable improvements in quality, safety, patient experience, and operational performance.

Work with Finance and Operations to identify and deliver efficiency opportunities and cost improvement programmes.


Person Specification


Qualifications

* First degree or equivalent professional award in appropriate discipline.
* Master’s degree level or equivalent qualifications/experience including significant experience in transformation and change management in a complex environment.
* Highly specialist knowledge over more than one function/discipline in the remit of the role.
* Master's level qualification or equivalent experience, ideally in structural engineering.
* NHS senior management or leadership course.
* Evidence of continuing professional development.


Experience, Knowledge and Skills

* Comprehensive understanding of the NHS and its infrastructure.
* Successful track record at Programme Director/Senior Management level in a large complex organisation.
* Experience of designing and delivery of Programme Management Office. Leading PMO teams in successful delivery.
* Excellent understanding of negotiation theory and practice and ability to achieve exceptional results.
* Evidence of leadership development.
* Experience of leading on a significant projects and change management across an organisation.
* Experience of developing and implementing strategies and plans.
* Experience of Continuous improvement approaches and application in large complex organisation. Connecting organisational strategy and strategic priorities to delivery through continuous improvement.
