Neway International are seeking an Estates Surveyor (Grade 9) – Interims to join our client based with Somerset Council. Location: The Crescent, Taunton, Somerset, TA1 4DY Hours: 37 hours per week Start Date: 09 February 2026 Duration: 31 Weeks Pay Rates: PAYE £39.33 per hour / Limited/Umbrella £53.95 per hour Work Pattern: 1–2 days in the office, plus travel to a variety of sites across Somerset About the Client Somerset Council’s Property Estates Team (Estates Strategy & Development Team) is responsible for the strategic management of a diverse portfolio of approximately 4,000 assets, including 1,300 buildings and 2,300 land parcels. The team plays a central role in ensuring the council’s estate is effectively managed, strategically aligned, and capable of supporting long‑term service delivery across the county. The Role As an Estates Surveyor within the Estates Strategy & Development (ES&D) team, you will manage property transfers and disposals, ensuring full compliance with statutory requirements and council procedures. You will assess properties, develop business cases, and oversee transactions that support Somerset Council’s strategic objectives. A major part of the role involves coordinating disposals of non‑operational assets through the full delivery cycle, including valuation advice, agent appointment, and management of real estate transactions up to approximately £1,000,000 in value. The work requires a long‑term planning perspective, with activities spanning 10–15 years for landlord and tenancy management and over 30 years for acquisitions, disposals, and development casework. Regular travel across Somerset is required to inspect and review a wide range of assets, including those in rural locations. Key Responsibilities Deliver the council’s transfer and disposal programmes in full compliance with Section 123 of the Local Government Act 1972. Support delivery of the Strategic Asset Management Plan, ensuring assets are aligned with service needs. Contribute to asset class reviews and development of asset class strategies. Undertake options appraisals for community and surplus properties, informed by feasibility and viability assessments. Develop business cases that provide sustainable, cost‑effective property solutions aligned with council priorities. Oversee and undertake property transfers and disposals at pace while ensuring full procedural compliance. Prepare heads of terms and instruct legal teams on transfers, sales and leases. Liaise with Property Agents, solicitors (internal and external), and other property professionals. Work collaboratively with the Principal Estates Surveyor, ES&D colleagues, and other council departments. Candidate Requirements Essential: Degree‑level education or equivalent in a relevant field. Demonstrable experience in estate management, particularly asset transfers and disposals. Ability to work at pace and manage competing priorities. Ability to attend Somerset Council offices for 1–2 days per week. Desirable: Chartered status (MRICS or Associate). Recent experience within Local Government.
