Location: Trowbridge, Wiltshire (Hybrid – 50% office-based)
Contract: Temporary (Interim)
Pay Rate: £360 per day Umbrella LTD Inside IR35 / £270 PAYE
Start Date: ASAP
About the Role: Our Council client is seeking a highly skilled Interim Head of Health & Safety to provide strategic leadership across its corporate health and safety services, overseeing key transformation projects and ensuring regulatory compliance across a complex and high-risk portfolio.
This is a pivotal leadership role within the Assets Directorate, requiring you to act as the Council’s Competent Person, reporting to the Chief Executive and managing all health and safety matters that affect council staff, public users, schools, and commissioned services.
Key Responsibilities:
Lead the council’s health and safety strategy, systems, and governance framework
Act as Competent Person and primary advisor to the Chief Executive
Oversee a multidisciplinary advisory team and drive improvements across key services
Manage corporate compliance with statutory regulations including the H&S at Work Act, Fire Safety Order, COSHH, and more
Deliver high-quality advice, audits, risk assessments, and critical incident responses
Lead on the development and rollout of a new corporate health and safety software platform
Manage key contracts and budgets including those for training and reasonable adjustments
Represent the Council in engagement with HSE, Fire Services, and regulatory bodies
Promote a strong health, safety, and well-being culture through training and organisational engagement
Contribute to the Public Health and Public Protection Extended Leadership TeamEssential Experience & Qualifications:
CMIOSH (Chartered Membership of IOSH)
Minimum 10 years’ experience in a senior-level health and safety leadership role
Proven record influencing strategic planning and delivering service improvement
Strong working knowledge of health and safety legislation and corporate governance
Effective leadership and change management capabilities
High-level communication and presentation skills
Experience with training development, stakeholder engagement, and budget oversight
Experience responding to critical incidents and overseeing audit compliance
Full UK driving licence and access to transport – ability to travel across Wiltshire
Willingness to work flexible and unsocial hours where required
