Offer description

Overview

The Environment Agency are fully committed to having an inclusive workforce to reflect the communities we serve. We don’t just talk about diversity; we seek it, embrace it, and live it, for the benefit of our staff, our communities, and our environment.

We are seeking a highly motivated individual to work alongside our technical lead and others to manage the waste exemptions regime. Waste Exemption (WEX) charges were implemented on 1 July 2025. WEX charges will lead to environmental, regulatory and business benefits, but will also create additional workload in E&B. We need to place WEX on a sustainable regime footing and manage it like other chargeable regulatory regimes.

Responsibilities

* Manage the WEX income, business planning and resourcing. You will also need to broker organisational priorities, measures, and track performance.
* Work with our Ruby Digital Team on the development and enhancements of our on-line registration service, our national customer contact centre and our payment centre.
* Work with Defra, NRW, trade bodies and our networks to ensure we have line of sight between Defra policy development and our operational delivery capabilities.
* Support exemptions reform technical work at critical milestones and help build resilience in the WEX team.

Ultimately, you will own all things WEX with scope to support the wider team’s work and priorities.

Team and culture

You’ll join our national Waste Treatment and Transfer team, and our national leads on biowaste, non-hazardous and hazardous waste, metals, fire prevention and waste exemptions. In E&B we promote a positive, inclusive, and supportive culture where everyone feels valued. We use evidence, expertise, engagement, and innovation to enhance and support delivery, influence policy, legislation, and secure resources.

Experience/skills Required

* Ability to work effectively with people from a variety of backgrounds and cultures and actively encourage others to consider diversity issues in their work.
* Knowledge of waste regulation from an operational perspective
* Knowledge of the regulatory system currently in place to regulate the sector and awareness of some of its strengths and weaknesses.
* Business management
* Demonstrable track record of delivering work focussed outcomes
* Ability to work to deadlines and tight timescales
* Experience of working collaboratively to deliver our goals.

You’ll have a range of development opportunities and appropriate training will be provided.

Additional information

You’ll have an EA Office base location; as a national role the working location is flexible / hybrid. Some travel and overnight stays may be required. Read the Candidate/Additional Information Pack for information. For queries, contact methane.action@environment-agency.gov.uk. Applications are “blind” assessed using competency questions. Interviews will be held via MS Teams within two weeks of the closing date. If you consent to being held on a reserve list, we’ll hold your details for 6 months and may offer you an alternative post.

Competencies

Influences and Persuades Others — Presenting a case in a convincing and attractive way that will win people over, encouraging them to follow plans willingly; often succeeding where logic and reason alone would fail.

Shapes organisational approach & delivery — Finds and delivers optimal solutions by effectively analysing information, probing to develop alternatives, and taking sound, timely decisions.

Delivers Results Through Others — Harnesses the team to deliver results on time, to required standards and in line with organisational processes and procedures.

Describe a time when you have successfully persuaded a key stakeholder to follow your advice on the direction of a major project or piece of work; describe a time when you had to develop and implement a new approach due to a change in policy, business objective, or requirement; and describe a time when you have co-ordinated the work of a group of people to deliver an outcome. More information on how to answer competency questions can be found in the candidate pack.

Note: If you are applying from the Civil Service please note that the Environment Agency is not a part of HM Civil Service and you would not be a Crown Servant in the event of being appointed. We are committed to a diverse and inclusive workforce and welcome flexible working patterns, including job share. We have a Guaranteed Interview Policy to support those with a disability. The Environment Agency is a Non-Departmental Public Body and uses Central Government frameworks for external recruitment needs.
