Summary
The job holder will lead the management and assessment of selected low to medium risk prisoners and prepare, implement, review and evaluate their sentence plans with them. The job holder will build effective, appropriate and supportive relationships with prisoners, with the aim of reducing re-offending. This is a non-operational role with no line management responsibilities and is rotational. Regular prisoner facing activities/duties are expected.
Responsibilities, Activities and Duties
* Carry out the full range of offender management tasks with low to medium risk cases.
* Provide support to probation officers in the case management of high risk prisoners when required (no ownership of high risk cases).
* Be involved in prison processes such as ACCT and violence reduction/anti-bullying where applicable.
* Act as ACCT Case Manager for individuals when appropriate (not routinely).
* Interview prisoners within prescribed timescales of arrival. Set and review targets with prisoners and update case management notes on PNOMIS or relevant IT systems.
* Use the Offender Assessment System (OASys) to identify risks and manage offenders; obtain required information from outside agencies to complete OASys reports.
* Lead sentence planning meetings to prepare and review appropriate plans; coordinate sentence plan activities with prisoners and other departments/agencies, facilitating information exchange and resolving conflicting opinions on progress.
* Encourage and support prisoners to participate in education, interventions and workshops; develop strategies to overcome reluctance to attend.
* Provide professional advice and assessments, including written reports to criminal justice agencies and partner organisations.
* Liaise with Community Offender Managers regarding Release on Temporary Licence (ROTL) and Home Detention Curfew (HDC); make recommendations on suitability for early release and inform relevant agencies of release dates and risk on release.
* Support Community Offender Managers in delivering plans to recalled prisoners re-release.
* Complete all paperwork for cases, including lifer and ISP specific paperwork, in line with policies and timescales.
* Highlight prisoners of significant concern to Heads of Offender Management or orderly officers, including risks related to suicide/self-harm, victims, or other offences and racial harassment.
* Contribute to and attend MAPPA boards and work with external agencies to protect the public when releasing prisoners under MAPPA; liaise with relevant departments on foreign national prisoners as appropriate.
* Instigate public protection checks and share safeguarding information with authorities.
* Undertake the role of resettlement adviser for prisoners in the caseload, developing links between programmes and the prisoner’s ongoing path.
* Collaborate with colleagues to maintain effective team relationships, particularly with Key Workers.
* Demonstrate pro-social modelling and reinforce pro-social behaviour while challenging anti-social behaviour.
* Use computer-based systems to produce, update and maintain records within agreed timescales.
* Work within the aims and values of HMPPS.
The duties described are current but not exhaustive; reasonable alterations and additional tasks may be required. Significant adjustments may require re-examination under the Job Evaluation Scheme and will be discussed with the job holder.
Language Requirement
An ability to fulfil all spoken aspects of the role with confidence through English or Welsh as specified in Wales.

* Knowledge of risk management/risk assessment and impact on victims.
* Experience in planning and coordinating work; experience in motivating and changing behaviour in groups or individuals.
* Experience working with diverse communities and promoting equality and valuing diversity.
* Knowledge of the criminal justice system and working with people who have offended.
* Role-specific training requirements (e.g., WASP/JASP and child protection where applicable) and knowledge of relevant legislation and National Standards; knowledge of Evidence Based Practice and risk/needs assessment tools.
Hours and Working Arrangements
Standard full-time hours are 37 per week (unpaid breaks). MoJ may offer hybrid, flexible and part-time working patterns where possible, subject to business needs and probationary requirements.
Nationalities and Redeployment
* Civil Service nationality rules apply; a reserve list may be held for up to 12 months.
* Redeployment interviews may be offered to at-risk staff and are subject to eligibility and business needs.
