As the Headof Research Services, the postholder will be a joint leader for the Research& Development (R&D) function for the Devon Partnership NHS Trust.

A core responsibility will be to ensure the robust governance, coordination, and oversight of all research activities. This includes fostering a research-positive culture to enable clinicians, academics, and service users to participate in high-quality, ethically sound, and patient-centred research.

The postholder will ensure compliance with the UK Policy Framework for Health and Social Care Research, NHS research governance standards, and all relevant legislation.


Main duties of the job

In collaboration with the Associate Director of Research & Development, and the Head of Clinical Research Delivery, the postholder will develop our capacity as an organisation to sponsor and host research programmes, manage research approvals and contracts, while also monitoring performance metrics.

Through these activities, they will support the Trust's strategic aims of enhancing mental health outcomes by advancing innovation, embedding evidence-based practice, and promoting a culture of continuous learning.

Job responsibilities

* Identify, measure and monitor key outcomes inthis area of practice, demonstrating continuous improvements.
* Identify and agree appropriate data to becollected and reported.
* Effectively use the agreed systems/methods forobtaining data, working closely with the Informatics team.
* Collate and analyse existing information andother information obtained through audit using appropriate methods.
* Monitor the quality and quantity of the data andinformation, taking the necessary actions to deal with any problems.
* Synthesise the data and information and developjustifiable and realistic conclusions and recommendations.
* Instigate practice changes in response toperformance analysis and evaluate their effectiveness.
* Ensure that systems are in place to maintain anddemonstrate compliance with relevant standards, guidelines and frameworks forresearch.
* Effectivelyengage the public, users of services, peers and colleagues in discussion on thevalues, direction, policies and strategies for the R&D Directorate.
* Provides highly specialised advice &expertise on the delivery of health services based on research evidence.
* Ensure all project plans arepatient-focused, and have achievable realisation plans, developing businesscases as an integral part of project and programme management.
* Support the development, planning and lead onthe operational implementation of the Devon Partnership Trusts R&D StrategicDelivery Plan.
* Lead on the development of a cohesive andintegrated portfolio of well-managed, high-quality research that reflects NHSpriorities, for the Trust and its research collaboration partners.
* Maximise the potential of commercialand non-commercial R&D sponsors and organisations.
* To oversee theimplementation of research governance standards in line with the Department ofHealth, NIHR, RRDN, HRA and other relevant guidance.
* Initiate,develop and take forward the introduction and maintenance of research qualityand governance systems across the Devon Partnership NHS Trust.
* To oversee themaintenance of the R&D information systems EDGE and project databasesensuring that it represents a comprehensive and accurate record of the Trust'sR&D portfolio.
* Achieving thetimely submissions of various returns to the RRDN, the NIHR and other fundingbodies.
* Developand produce an annual R&D Plan containing all necessary detail for managingand delivering research; monitoring, reviewing and modifying this as necessary.
* Evaluate andinterpret the extent to which various legislations, policies and procedures internal and external to the organisation relate to the R&D Office andimplement these appropriately.
* Work withAcademic and Trust partners to establish a mental health joint research office.To ensure theappropriate management of the RRDN, commercial research and contract researchincome, in liaison with the Trusts finance departments.
* To develop,integrate, plan, provide and negotiate resources financial and physical across the Trusts to support and develop collaborative research activity.
* To assist in establishing mechanisms andguidelines to enable tracking of research costs.
* To manage theResearch Governance service physical assets, income and budgets, health,safety and security in accordance with Trust policies, and relevant UK law.
* Seek and exploit appropriateopportunities for saving Trust resources and supporting the achievement offinancial balance.
* Leadand manage contracting with delegated authority to sign off contracts andmanages sponsored studies finance.
* ConfirmingC&C and signing Hon Contracts and research contracts such as OIDs and MNCAsas per the level of delegated authority.
* Managesall team finance including RDN return and QFASTOXs, study level finance andExcess Treatment Costs.
* Providesleadership in specialist areas and is required to interpret national policy andor guidance. Initiates action to ensure implementation at organisational level.
* Senior management for Clinical Governance Team inline with legal governance, government guidelines and legislation.
* The post-holder has the freedom to act underthe delegated authority of the Associate Director for Research &Development.
* Has delegated authority to represent the Trustwith the NIHR RRDN and will ensure the organisation responds to planning,delivery and reporting requirements.


Person Specification


Qualifications

* Degree level or equivalent
* Post-graduate degree (Masters level or above) or equivalent experience.
* Management training
* ICH GCP Training
* Project management training


Experience

* Successful delivery of service improvement projects which involve significant elements of change management
* Evidence of successful decision-making and complex problem-solving
* Producing reports for senior management
* Management of staff and teams
* Budgetary management
* Experience in the planning, coordination and conducting of clinical trials or the management of clinical trials.
* Previous experience of working at a managerial level including supervision of staff and of teams/services.
* Experience in financial and project management
* Project and change management skills and the ability to develop teams towards common goals
* Critical analysis, problem-solving and evaluative skills
* Experience of negotiating legal and financial contracts
* Knowledge of applying risk management to research
* Experience in clinical, health service or epidemiological research
