Overview

Provide effective management, direction and coordination regarding resources, workloads, processes, and projects. Examples of the type of work involved:

* Responsible for the delivery of electrical services in residential and civic buildings across Leeds City Council's properties.
* Team Leader will support the Team Manager in maintaining the day-to-day operations of the service.
* To be responsible for undertaking daily supervisory and line management duties for a team of trade operatives.
* To undertake site visits and surveys.
* To provide support and guidance to team members.
* Job Purpose: To support the Team Manager in managing staff to deliver a safe, efficient, cost effective and customer focussed responsive repairs and void service.


Responsibilities

* Assist the Team Manager to deliver business improvement plans, focussing on a range of activities which will deliver Value for Money services to customers and contribute to the delivery of Council priorities.
* Undertake daily line management duties of staff within the team in accordance with all council policies and procedures, ensuring staff records are maintained using the appropriate documentation and guidance.
* Be responsible for undertaking daily supervisory duties including provision of appropriate tools, resources and equipment.
* Work remotely and autonomously on construction sites across the city.
* Ensure all relevant Health & Safety procedures are followed and monitored on site and recorded/reported as required in line with CDM 2015.
* Responsible for cost control within the team, ensuring costs and value of works are recorded accurately and promptly and that commercial performance meets required levels.
* Provide advice and maintain up-to-date expert awareness and knowledge of installation methods, current legislation and new innovations on refurbishment and new build projects.
* Ensure costs are recorded accurately and works are processed through appropriate systems and invoiced promptly.
* Ensure work is to the required standard to meet requirements and assist with audits by approved bodies (e.g., NICEIC).
* Assist in organising and planning workloads to ensure resources are deployed effectively, achieving maximum quality and productivity to deliver service plan priorities.
* Ensure contract management plans are adhered to and assist with service and contractor review meetings.
* Carry out site visits and surveys to determine requirements and provide feedback as appropriate.
* Provide support and guidance to team members with day-to-day issues in line with LCC policies and procedures.
* Train, coach and mentor staff including Apprentices to ensure appropriate development plans exist to achieve their potential.
* Carry out and oversee quality staff appraisals, team talks and 1-2-1s with effective documentation; promote values of the Council.
* Maintain positive relationships with staff and trade union representatives; ensure operatives and sub-contractors work to KPIs and SLAs, aiming for right-first-time delivery.
* Investigate and resolve complaints about the service; assist in developing and reviewing risk assessments and safe systems of work as necessary.
* Investigate incidents/accidents to identify causes and prevent recurrence.
* Maintain personal effectiveness and uphold Leeds City Council values and code of conduct; operate in line with Business Continuity and risk management procedures.
* Contribute to strategy and workforce planning; ensure activities comply with legal/regulatory requirements and Council policies; work flexibly across Leeds Building Service as priorities require.
* Support change management and organisational development as required; continually drive value-for-money, customer-focused service.


Qualifications and Requirements

* Essential requirements: demonstrate the following criteria; shortlisted candidates must meet all essential requirements.
* Able to work flexibly across different work locations and areas.
* Ability to provide effective management, direction and coordination regarding resources, workloads, processes and projects.
* Ability to manage and monitor performance, provide clear objectives.
* Excellent communication skills, both verbal and written.
* Ability to resolve potential conflict and gain cooperation and trust.
* Ability to supervise, direct and motivate staff.
* Ability to develop productive working relationships that command respect, trust and confidence.
* Strong customer care focus and ability to communicate effectively with customers, staff, contractors and Elected Members in person, by phone and in writing.
* Ability to manage competing priorities and adapt to changing circumstances.
* Ability to use IT applications (Word & Excel) and management information systems.
* Ability to produce high-standard work with attention to detail and meet tight deadlines.
* Ability to use initiative to develop solutions for complex issues and ensure service delivery.
* Ability to understand charging methods including schedule of rates to ensure commercial performance.
* A relevant trade qualification or demonstrable experience.
* Excellent understanding of relevant legislation (e.g., BS7671 Electrical Wiring Regulations, Part P) and building regulations; knowledge of landlord obligations and CDM 2015.
* Understanding of Elected Members’ role and community needs; commitment to equality and diversity.
* Awareness of asbestos-related issues and responsibilities; knowledge of employment policies including attendance and disciplinary procedures.
* Understanding of Council values and commitment to embed them in ways of working.
* Keep legislative knowledge up to date with regulatory changes and undertake appropriate training.
* Experience in electrical work involving service, repair and installation; capable of working with partners and stakeholders; able to present complex information to diverse audiences; experience of tender documentation.


Desirable Requirements

* Relevant Health & Safety qualification (e.g., IOSH, NEBOSH).
* AM2; recognised management or project management qualifications.
* Membership of a professional body (e.g., RICS).
* Knowledge of BS 5266 Emergency Lighting and BS 5839 Fire Detection/Alarm Systems.
* Experience supervising operational staff.
