Job Description

The Environment Agency is fully committed to having an inclusive workforce that reflects the communities we serve. We seek diversity, embrace it, and live it, for the benefit of our staff, communities, and environment.

We have two permanent roles for Industrial Decarbonisation and Market Mechanisms Advisors within our Industrial Decarbonisation and Market Mechanisms Team in the Environment and Business Directorate. These roles aim to drive the decarbonisation of the economy.

The Advisor role involves:

* Supporting the development of decarbonisation and energy efficiency regimes, focusing on specific regimes
* Contributing to the preparation, review, and publication of technical guidance
* Advising on issues during regime operation

This includes advising government on decarbonisation policies, networking with officials and stakeholders, preparing briefings, and supporting national engagement. A key part involves monitoring, reporting, and verification (MRV) of emissions and energy data to ensure accurate measurement and reporting.

You will work on developing existing and new regulatory regimes, such as expanding UK ETS to maritime sectors and regulating heat networks under upcoming UK Heat Network Zoning Regulations.

The work is diverse and reactive, requiring swift responses to deadlines.

The team provides leadership on UK policies to reduce industrial greenhouse gases, including the UK Emissions Trading Scheme, low carbon industrial clusters, and other schemes.

We promote a positive, inclusive culture where everyone feels valued. We use evidence, expertise, engagement, and innovation to support policy, legislation, and resource securing.

Experience/Skills Required

* Ability to work effectively with diverse backgrounds and encourage diversity considerations
* Ability to collaborate across multiple teams with different specialisms
* Understanding of legislation and policy intent
* Creative thinking and strong communication skills
* Experience with data collection, analysis, and supporting persuasive arguments

This role suits a numerate science, engineering, or environmental sciences graduate (or equivalent experience) interested in policy implementation. Experience with monitoring, reporting, and verification is desirable but not essential. Development opportunities and training are provided.

Contact and Additional Information

We support inclusive development and flexible working arrangements. The role is based in an EA office with national scope, requiring some travel and overnight stays. For more details, read the Additional Information Pack or contact erin.priddey@environment-agency.gov.uk.

We hold your details for six months on a reserve list and may offer alternative posts. Interviews via MS Teams are scheduled for early to mid-August, including an additional assessment exercise.

Competencies:

1. Takes Decisions and Solves Problems: Describe a situation where you solved a problem through analysis and timely decision-making.
2. Data and Information Management: Provide an example of analyzing complex data to support policy or process change.
3. Communicates Effectively: Share an experience of briefing non-technical audiences using technical information.
4. Manages Self: Explain how your skills and experience suit this role and align with your career development.

Note: The Environment Agency is not part of HM Civil Service; applicants from civil service should consider this. We welcome flexible working and support disabled applicants with guaranteed interviews if criteria are met.
