About our Team

Intelligence Assessment (IA) assesses threats to HMRC and its domestic and international partners on a range of issues at operational, tactical and strategic levels.

The work is challenging and varied and can encompass everything from aiding current and future policy development across government, through to tackling serious organised crime.

Job Description

Intelligence Assessment (IA) is part of Analysis, within HMRC’s Risk and Intelligence Service (RIS). We provide HMRC with dedicated and professional intelligence analytical expertise, delivering high quality products to customers across the department and wider government.

We are a key function in HMRC and considered leaders in our field by other government departments.

The work we do increases HMRC's understanding of the changing threat and risk landscape from those intent on stealing, evading, and avoiding taxation and threats and risks to public finance.


Person Specification

As a Senior Intelligence Analyst, you will play an important role in our team of around 100 colleagues in enhancing the profile of analysis and insight of risks to HMRC and the government.

Your work will inform decision-making for senior partners across government, including ministers, on priority work such deliberate non-compliance, evasion and serious organised crime.

You should have a good understanding of the main methods by which fiscal crime against HMRC is committed and have experience of making recommendations to mitigate risks and threats.

You should be experienced in engaging with customers and making informed decisions. Working collaboratively to inform HMRC’s intelligence picture, your role will involve contacting other teams to access information and expert interpretation and attending key meetings within HMRC and other government departments.

Under RIS Intelligence Assessment’s current operating model, your role will be flexible and may require you to work on continuous assessment of a specific topic and to produce strategic as well as tactical assessments or undertake other taskings, according to need.

As part of your role, you may be required to occasionally travel away and stay overnight from your home office location.

The role carries the following key responsibilities:

* You will drive and coordinate the production of a variety of innovative and complex analytical products. These range from strategic intelligence assessments, which inform and influence senior stakeholders, to operational and tactical products, which support both individual and complex HMRC investigations.
* You will have input into cross-Government and international briefings ensuring HMRC threat/risk governance control is accurately and precisely instructed.
* You will communicate effectively to build and maintain strong working relationships, representing IA at a range of forums, both within HMRC and outside, including other Civil Service departments, the private sector, and professional groups.
* You will provide clear direction and support to analytical teams, using your technical knowledge and experience to help deliver informative and accurate products to key customers.
* You will manage and assure the quality of outputs from Intelligence Analysts. At the same time, you will provide detailed insight to senior stakeholders across government by writing assessment in areas of high complexity, sensitivity or challenge and actively contribute using your technical knowledge to help deliver key products.
* You will communicate confidently and effectively with senior customers and stakeholders.
* You will lead and manage a geographically dispersed team of trainee and experienced HO and EO Intelligence Analysts. You will need to conduct regular and consistent 1:1 performance and development conversations. You will encourage their development and learning, coaching/mentoring when needed and deal with personnel matters in a professional and courteous manner.
* You will role model good leadership by being visible, supportive, and approachable, actively exhibiting and encouraging a friendly, courteous, and inclusive environment in the workplace.

Due to the highly specialised and professional nature of these posts, your application must demonstrate all the following:

* Substantial experience of working as an Intelligence Analyst in a criminal justice, fraud, military, counter terrorism or national security environment.
* Completion of one of the core professional intelligence analyst training programmes as recognised by Professional Head of Intelligence Analysis (PHIA – Cabinet Office) from the following list:
* NAP – PHIA New Analyst Programme
* NIAT - National Intelligence Analysis Training
* HMRC IA PTP – Intelligence Analysis Professional Trial Period
* Comprehensive and tried knowledge of intelligence analytical methodology / techniques.
* Practical and proven experience of quality analysis in a fast-paced environment responding to changing demands and priorities.
* Experience working within legal frameworks that govern the use and dissemination of information and/or intelligence.
