Job Purpose
To create, embed and sustain data governance and data architecture for United Utilities in its strategic regulatory projects. This is instrumental in defining the approach taken for regulatory reporting whilst developing the specific need for each strategic regulatory project. To work with a wide range of senior stakeholders, data stewards and data owners to deliver appropriate data submissions on the most strategically important regulatory projects for United Utilities.
Accountabilities & Responsibilities
* To lead United Utilities' data governance and architecture approach for strategic regulatory projects including cyclical projects such as Drought Plan, WRMP, DWMP, WINEP, DWI and Price Review.
* To support the Annual Performance Report process and Corporate Audit reviews.
* To provide the necessary support on ad-hoc projects, including regulatory submissions outside the usual cycles and/or internal data reviews.
* Understand the regulatory data requirements for each project and define the data products required to meet the regulatory requirement.
* To plan and design the data programme for all regulatory projects and proactively monitoring progress, resolving issues and initiating appropriate corrective action.
* To manage the programme and project budgets, monitoring expenditure and costs against delivered and realised benefits as the programme progresses.
* Manage both the dependencies and the interfaces within the overall programme and against other relevant business activities.
* To orchestrate the collation of data from a wide range of sources including the corporate master data management platforms as well as individual table owners and business data line owners.
* To refine the data management processes to identify and improve the quality and utilisation of key data suites such as financial, customers, assets and addresses.
* Drive quality improvements by creating actionable quality management information to enable tangible business improvements.
* To own the central data tables for each regulatory submission, including the approval and submission of data tables to the relevant regulators and any associated post submission query management.
* To own the risk assessment of data submissions aligning to the corporate assurance framework, the output of which will inform the level of assurance required to support the Board Assurance Statement for each project.
* Ensure the delivery of programme outputs is to the appropriate level of quality, on time and within budget, in accordance with the programme plan and programme governance arrangement.
* Manage third party contributions to the programme and risks to the programme's successful outcome.
* Accountable for the data delivery on the strategic regulatory projects assigned, reporting progress at regular intervals to the associated steering groups, programme boards and to the Executive
Technical Skills & Experience
* Understanding of regulatory reporting and data requirements, ideally in the utilities industry.
* Understanding of data compliance and data management methodologies.
* Effective leadership skills with an ability to make decisions and motivate teams to perform to tight deadlines.
* Well-developed communications skills, written and verbal.
* Advanced proficiency in Microsoft Excel with ability to utilise advanced VBA and Python.
* Very confident in statistical analysis and associated modelling activities.
* Able to use a variety of techniques (multiple approaches) in order to influence and facilitate changes and drive delivery.
* Good understanding of the procurement process including scope development, negotiation with third parties and mobilisation and tracking of outcomes.
* Sufficient seniority and credibility to advise project teams on their projects in relation to the data management processes used by the programme.
