StreetScene Deputy Operations Manager
Salary: £44,075 – £51,356 per year.
Location: East Devon.
Employment type: Permanent, full‑time. Flexibilities include hybrid working, aligned to our Worksmart arrangements.

We are looking for an experienced, hands‑on leader to help shape the future of East Devon’s StreetScene services. Working alongside the existing Deputy Operations Manager you will manage a team of three Area Officers and have responsibility for the Horticultural Officer. You will oversee parks and grounds maintenance, street cleansing, coastal defences, public toilets and support community events.
Each day requires you to coordinate time between the Exmouth and Manstone depots with a colleague, plan improvements, troubleshoot urgent issues, support team members, liaise with community groups, and step in to ensure smooth operations.
Key responsibilities
* Lead and develop Area Officers and Horticultural Officer to ensure a proactive, resilient, forward‑planning team
* Raise and maintain high service standards across parks and public spaces
* Support cultural change and embed strong performance management
* Manage budgets, resources, procurement and operational planning
* Deputise for the StreetScene Operations Manager and respond to out‑of‑hours emergencies
* Drive improvement projects and champion continuous learning
About you
This role is ideal for someone with a strong operational background in StreetScene functions who enjoys leading multifunctional teams, driving performance and fostering a positive, forward‑thinking culture.
Qualifications and experience:
* NVQ Level 4 in Leadership/Management (or equivalent)
* Relevant Level 3 qualification
* Experience in high‑risk operational environments, ideally environmental or public realm services
* Full driving licence
* Flexibility to respond to unexpected situations
