We are currently seeking a highly skilled and motivated individual to join a premier team of Contract Specialist at the 422nd Civil Engineering Squadron, Royal Air Force (RAF) Croughton, United Kingdom.

What will be your primary role?

The primary purpose of this position is to analyze complex contracting issues and provide advice for compliance, advising management, customers, and contractors on market trends, regulations, and contract specifications. You will collaborate in acquisition planning, developing strategies and identifying relevant regulations to devise new contractual provisions. You will prepare necessary solicitation documents, determining procurement methods, and reviewing requisitions for complex services. You will serve as a point of contact for assigned procurements, conduct pre-bid conferences, and research applicable regulations, market trends, and precedents. You will prepare solicitation documents, evaluate proposals, and perform cost analyses, overseeing proposal evaluations, formulating negotiation strategies, and conducting negotiations. You will draft and finalize contracts with appropriate clauses, provisions, and incentives, justifying award decisions and addressing protests. You will monitor contractor performance for compliance, making site visits as needed to resolve contract administration issues, negotiate modifications, and assess contractor claims. You will prepare contract modifications and determine remedies for deficient performance and will monitor invoices and administer incentive provisions, closing contracts when all obligations are met. In addition, you will represent the organization in meetings and provide guidance on contractual and regulatory matters and prepare reports and briefings, participating in special projects, and recommending actions for contract-related issues.

Basic requirement: Bachelor's degree

In addition to the basic requirements, you must meet ONE of the following:

* Hold three full academic years of progressively higher-level graduate education - Ph.D. or equivalent doctoral degree

* Have one additional year of experience performing development of solicitations, evaluation of bids or offers submitted, analysis of industry pricing practices, perform contract administration, perform market analysis, prepare and issue solicitation documents.

What are the Key Skills required for this role?

1. Knowledge of laws and regulations governing financial accounting and reporting procedures.

2. Thorough knowledge of the concepts, theories, principles and practices of general and cost accounting; auditing; taxation, budgeting and analysis of financial statements and understanding of legal principles that govern financial transactions and relationships and of accounting files, listings and document control systems as well as the relationship between accounts.

3. Ability to apply fundamental and diversified professional accounting concepts, theories, and practices to achieve financial management objectives.

4. Ability to organize, analyze, interpret and evaluate financial data in the solution of management and accounting problems.

5. Knowledge of account codes and the requirements for processing transactions in automated systems and standard office application software.

6. Knowledge of procurement actions to include requests, bids, purchase orders, contracts and monitoring compliance.

What are the conditions of employment for this role?

1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.

2. You may be required to travel by military and/or civilian aircraft, and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training, this position may also be coded as mission essential.

3. You will be required to complete a 6-month probationary period.

4. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.

5. You must be able to communicate effectively both orally and in writing.

6. You must be able to obtain NAF $10K Contracting Warrant within 12 months after completion of Air Force NAF Purchasing Course.

7. You must obtain and maintain the appropriate security clearance.

8. The Local National Direct Hire (LNDH) Program does not participate in regular drug testing, however positions covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety mishap or accident testing.

9. You will observe US Federal Holidays in lieu of UK Bank Holidays.

10. Your hours of work will be 37.5 hours per week on a fixed schedule (Mon-Fri where start & end times may be modified due to mission needs and in accordance with the organization's flexible working policies.
