Job Description
To lead the Council's resilience activities, ensuring all services can effectively anticipate and respond to incidents, maintaining service continuity during disruptions. Responsibilities include risk assessment, plan development, training, testing, exercising, and plan review.
Requirements
Develop, review, and implement plans, policies, and procedures to ensure emergency response readiness and statutory compliance.
Ensure compliance with legislation related to emergency planning through research and collaboration with resilience partners.
Assist Moray Emergency Response Coordinators (MERC) during incidents, assess emergency situations, and coordinate responses with emergency services and partners.
Lead the Council's response coordination for CONTEST and Counter Terrorism initiatives.
Collaborate with the Risk Register and Business Continuity Officer, providing support as needed.
The Individual
Experience in planning and organization.
Research experience, including analysis and presentation of information for decision-making.
Degree or postgraduate qualification in emergency preparedness, business continuity, security management, disaster management, environmental hazards, or equivalent relevant experience.
Proficiency in Microsoft Office Suite.
Ability to navigate complex and conflicting issues.
Calmness and clarity under stress.
Willingness and ability to travel within Moray, typically by car.
Strong collaboration skills and ability to develop relationships.
Ability to deliver training.
Flexibility to work outside regular hours and support during incidents.
Primarily office-based, with occasional site visits.
