Data Warehouse Architect, Band 7

Data Warehouse Architect, Band 7 (15 hours a week)

We have an exciting opportunity for someone to join our data team within the Business Intelligence Department, this role is to job-share for 2 days alongside our other Data Warehouse Architect.

The Data Team is responsible for providing information and data support to the Trusts Business Intelligence department. The team supports the provision of monitoring information for both operational use within the Trust and externally to the Department of Heath for national monitoring purposes. The team also supports the flow of data to support the Trusts financial services in the form of costing and billing datasets.

The post holder primarily has responsibility for developing and maintaining a high quality data warehouse which is used by the Business Intelligence department to provide information analysis and expertise in support of the Trusts external processes. In particular, this is used to provide information to SUS which secures the Trusts income through the National Tariff process.

The candidate will be responsible for developing, modifying and maintaining data processing scripts and ensuring system performance is at optimized levels by regular reviewing and performing regular tasks and troubleshooting.

We are a very friendly, expert team and can accommodate remote working (although some on-site presence is required at system go-lives and training/team building days)

Main duties of the job

- Responsible for helping the Data Warehouse Manager and Team Lead to design and implement the Data Warehouse

- Provide expert technical SQL support to develop, maintain and produce high quality, comprehensive and timely information databases.

- Responsible for the optimisation of regular processing and updating of the Trust Data Warehouse to meet internal and external deadlines.

- Interpret and highlight and areas of concern identified during database processing and undertake appropriate action as required.

- Responsible for implementing and adhering to the Data Warehouse test and change implementation strategy

- Responsible for vetting changes into the data warehouse to ensuring that they are optimised and meets data warehousing and NHS Data Dictionary standards

- Assist the Data Warehouse Manager with developing and maintaining near real-time, daily, weekly and monthly routines for producing and distributing key data sets, including SUS, billing and costing data and data supporting statutory returns.

- Ensure the ongoing availability and stability of the data warehouse, proactively monitoring for issues and providing timely support during outages, including participation in out-of-hours support as required.

Job responsibilities

- Responsible for the optimisation of regular processing and updating of the Trust Data Warehouse to meet internal and external deadlines.

- Ensure that the data is comprehensive, robust and accurate and that users are kept informed of changes and updates.

- Interpret and highlight and areas of concern identified during database processing and undertake appropriate action as required.

- Responsible for implementing and adhering to the Data Warehouse test and change implementation strategy

- Responsible for vetting changes into the data warehouse to ensuring that they are optimised and meets data warehousing and NHS Data Dictionary standards

- To be an expert user in SQL Server and the use of database technologies.

- Developing an understanding of SQL Server Report Servers (SSRS) and Tableau and the user requirements that can be supported from the Data Team.

- Respond to queries from Business Intelligence staff about data in the Data Warehouse using knowledge of data processing and appropriate solutions.

- Where required, provide advice and training in conjunction with the Data Warehouse Manager.

- To provide expert technical support in SQL Server, and other data processing software, for the development and maintenance of Trust data warehouse. Working to develop, modify and maintain data processing scripts is a key function of this role.

- To monitor the system performance by performing regular tests, troubleshooting, and integrating new features and ensuring that processes are well optimised and regularly reviewed.

- To be responsible for optimising, recommending and implementing solutions to improve new and existing data processes, ensuring that improvements are applied in other areas where applicable

- To help implement and support the data warehouse test and change implementation strategy

- To provide expert technical support and guidance to the customers of the Trust data warehouse and to ensure that data is interpreted and used appropriately.

- To work alongside Business Intelligence colleagues and to facilitate their access to data and to share understanding of data processing and business rules.

- To provide specialist knowledge of NHS datasets and the Data Dictionary and to ensure that these principles are used to inform data warehouse processes and the datasets they produce.

- Graduate education or equivalent experience.

- Experience of working in a data warehouse environment within the NHS with extensive experience

- Expert level of skill in using database technologies in MS SQL, to enable complex data extraction from a range of source systems. Also, the creation of data flow processes enabling the manipulation and management of datasets as required by the Business Intelligence department and its stake holders.

- Expert knowledge of optimisation techniques in MS SQL to ensure the successful and timely running of processes

- Expert technical specialist knowledge of information systems, including in depth knowledge of NHS data definitions, clinical terminology and coding systems. This includes a thorough understanding of the current issues facing the NHS and the role of information in this context.

- Ability to identify problems and inconsistencies with complex data processing and produce workable solutions.

- A high level of technical understanding of the NHS financial and contracting systems such as the National Tariff and an awareness of the business-critical implications for the Trust.

- Ability to manage and prioritise own workload to achieve Trust priorities and objectives in an effective and efficient manner.

- High level of skill in information analysis and synthesis, including the ability to receive highly complex and sensitive information on patient details and diagnoses and the ability to interpret and draw conclusions from it, and synthesise new knowledge from the findings. The data may be conflicting and contentious to those receiving it.

- High level of negotiation and influencing skills. Ability to engage with senior staff at a professional level to identify management information needs. Ability to consider problems and issues in the broad context and look beyond the immediate situation.

- Excellent Microsoft Office skills and the ability to use, or adapt to using, a range of IT systems.

- Ability to explain complex data and processing issues to non-data team staff and to engage colleagues to support them in decision making.

- Good understanding of the aims of NHS Digital and ability to embrace new skills, ways of working and positively influence junior team members. Flexibility is key.

- Flexibility to deal with unpredictable workloads.

- Ability to work under pressure to meet fixed deadlines using sometimes undocumented datasets.

- Ability to concentrate for prolonged periods despite interruptions.

Good communication skills to facilitate:

Working in partnership with other teams and with external organisations, including CCGs, DoH, etc

The development of other members with in the Information Team,

Sharing of knowledge with other business intelligence team members, and training of more junior members of the team,

Recruitment skills and basic knowledge of HR policies and procedures.

- To provide Business Intelligence staff with data analysis and SQL support as required. Investigate and develop the use of other software as appropriate. Assist with the development and maintenance of Trust data dictionaries and training documentation.

- Provide back up support for other members of the Data Team and to share knowledge and experience with other members of the department on a regular basis.

- Represent the team at relevant groups as required. Participate in discussions and feedback to the Data Warehouse Manager.

- Respond to queries from Business Intelligence staff about data in the Data Warehouse using knowledge of data processing and appropriate solutions. Where required, provide advice and training in conjunction with the Data Warehouse Manager.


Person Specification


Experience

* Extensive experience of working within an NHS or equivalent environment


Qualifications

* Bachelor Degree or equivalent educational level
* Excellent understanding of NHS Datasets


Knowledge

* Expert understanding of relational databases, specifically Microsoft SQL
* An indepth understanding of the Microsoft Business Intelligence Development Studio, specifically SSIS
* Excellent data extraction, management and processing skills.
* Detailed understanding key optimisation techniques in SQL and the ability to recommend and implement permanent solutions to maintain system performance
* In depth knowledge and understanding of NHS Data Dictionary including datasets, data standards and data modelling concepts
* Detailed understanding of the importance of data quality and the ability to report and manage issues in processing


Skills

* Lead by example
* The ability to exercise own initiative and work independently to achieve objectives and deadlines.
