NHS Greater Glasgow and Clyde (NHSGGC) is one of the largest healthcare systems in the United Kingdom, employing approximately 40,000 staff across a wide range of clinical and non-clinical professions and roles. We deliver acute hospital, primary, community and mental health services to a population of over 1.15 million people, and to a wider population of 2.2 million when regional and national services are included.

The role:

The ADP is a strategic body comprised of senior members of partner organisations. This includes representative from Renfrewshire HSPC, Renfrewshire Council, Police Scotland, Scottish Prison Service (SPS), JobCentre Plus, and Third Sector partners.

Renfrewshire Alcohol and Drug Partnership (ADP) is responsible for the implementation of the National Strategic Frameworks for Alcohol and Drugs. The ADP works in partnership to prevent or reduce the harm caused by alcohol and/or drug misuse and to provide quality treatment and support services which are recovery and outcome focused.

The Strategic Plan sets out our strategic intentions and creates a pathway towards achieving our vision - that Renfrewshire is free from harm caused by alcohol and drug misuse and individuals will have access to quality treatment, care and support to achieve and sustain their recovery. Five national outcomes underpin the Plan and guides all actions the ADP intends to take forward over the next three years.

Permanent, Full time

Shift Pattern - 9am-5pm Five days

Key responsibilities:

1. Contribute to the local expert team in supporting ADP operation.
2. Assist the ADP in further developing strategic governance arrangements for the ADP.
3. Project manage programmes and initiatives relating to recovery orientated systems of care.
4. Contribute to the development and maintenance of effective systems for performance management, including national outcome measures to enable evaluation and ensure continuous improvement in the performance of service delivery.
5. To establish, develop and maintain systems to provide timely, accurate and robust information to facilitate the decision-making process on strategic and service priorities and future service development to improve outcomes for service users and their carers.
6. Consult with partners, planning and performance sections, to ensure a cohesive and integrated approach is taken to service development, review and evaluation
7. Assist in the implementation of the ADP Strategy.
8. Ensure the involvement of individuals with living and lived experience of alcohol and drug use within service developments and ADP activities including the development and support of a Lived Experience Forum.
9. Provide specialist advice to the ADP that contributes to the treatment and care of patients/clients with alcohol and drug problems.
10. Lead on the involvement of community reps and individuals with lived and living experience from an understanding of a diverse population in relation to strategic areas and contribute to wider engagement as required.
11. Assist in the development, implementation and monitoring of the Workforce Development Strategy.
12. Disseminate information, government consultations and strategic documents to stakeholders and coordinate responses.
13. Support the development of prevention initiatives as required.
14. Responsible for development and delivery of own workplan and kept informed of national policy through continuous personal development maintaining specialist competencies.
15. Any other duties and responsibilities as directed by line management.

Knowledge, training, qualifications and/or experience required to do the job:

Qualifications

16. Educated to degree level
17. Postgraduate qualification in a relevant discipline desirable

Experience

18. Experience in the drug and alcohol field and working at a strategic level.
19. Proven track record in strategic planning, project management, partnership working and policy and service development.

Knowledge

20. Specialist knowledge and understanding of national policies pertaining to drugs and alcohol.
21. Knowledge and understanding of evidence based practice utilising evaluation and research.

Skills/Abilities

22. Develop, implement, analyse effective systems for the provision of timely robust and accurate data.
23. A clear understanding of ADP functions and responsibilities.
24. Contribute to the development of strategies/action plans and make recommendations for change where required.
25. Develop, implement and monitor Performance Management Systems
26. Work in partnership with senior level individuals from a variety of partner organisations as well as communities and service users.
27. Influence strategic policy and strategy in partner organisations.
28. Apply evidence base to practice.
29. Work at a national and local level in a politically charged environment.
30. Solve conflict and build strong interpersonal working relationships.
31. Present complex information in clear, brief reports.
32. Excellent written and oral communication skills.
33. IT literate.
34. Ability to meet deadlines and targets, to work as part of a team, to work under pressure and prioritise workload.
35. Plan, implement and review workplan.
