The Opportunity
The Technician will deliver planned works and services within Essex Highways, aligning with Essex County Council strategies and policies. This role involves coordinating resources to support maintenance work programs, including investigation, design, planning, programming, implementation, and monitoring of maintenance activities. The technician will work with staff, operatives, supply chain partners, consultants, and stakeholders to achieve value-for-money solutions.
Accountabilities
1. Support the implementation of policies and procedures related to Health and Safety, Environmental, Quality, and Construction Design to minimize work-related injuries.
2. Provide timely and accurate advice to senior leaders, members, local Councillors, and the public on highway matters, responding to complaints and meeting targets.
3. Contribute to budget monitoring to ensure value for money.
4. Assist in ordering work and services to enable timely and within-budget delivery of future programs.
5. Act as an expert witness in court, inquiries, and hearings, preparing detailed evidence and liaising with legal counsel.
6. Participate in the identification, preparation, design, planning, programming, and ordering of work and services.
7. Identify future schemes and service opportunities.
8. Help the team respond efficiently and courteously to queries and complaints, adhering to standards and targets.
9. Understand how your responsibilities align with the overall goals of Essex Highways.
10. Meet individual and team targets as part of the performance management framework.
The Experience You Will Bring
1. Educated to RQF Level 3 ('A' level) or equivalent with experience in Highways.
2. Proven ongoing professional development and knowledge in relevant areas; membership of a professional institution is desirable.
3. Knowledge of design procedures, standards, engineering or service techniques, and specialist software tools.
4. Understanding of Highway and Health and Safety legislation, including Construction (Design and Management) regulations.
5. Strong written and verbal communication skills, with the ability to develop effective relationships.
6. Knowledge of financial management, including budgeting and controls.
7. Ability to build relationships internally and externally.
8. Capability to prioritize work, manage performance, and seek feedback for improvement.
