Description Job Description Are you seeking an exceptional opportunity to work on high profile fiscal policy within a high-functioning Directorate of DG Scottish Exchequer? The Exchequer Strategy Division has responsibility for progressing the Government’s overall strategy and policy to be more fiscally sustainable and transparent about the public finances; leading, delivering and coordinating fiscal events; managing the fiscal framework and delivering fiscal policy projects. The Division’s work is high profile, fast-moving and will provide opportunities for significant engagement with senior officials, Ministers, Special Advisers and external stakeholders. Your time would be flexibly split between the Fiscal Strategy and Risk Unit and Fiscal Framework Team, dependent on business priorities. This opportunity will provide a unique perspective on how the Scottish Government manages the public finances, and its relations with the UK Government and other devolved administrations. The role will provide the opportunity to shape policy and support delivery on a range of issues that are fundamental to the Government’s vision for Scotland, and drive improvement in the management of Scotland’s public finances, ensuring they remain sustainable in the long-term. You will be given opportunities to grow and develop your skills within these roles, and gain valuable experience engaging with colleagues across the Scottish Government, Ministers, special advisers and key external stakeholders. Responsibilities Your main responsibilities would be centred around core policy skills, with a focus on fiscal policy, this would include: Leading on providing high quality briefing and advice to Ministers, special advisers, senior officials, communications colleagues and preparing responses to relevant PQs, FMQs, and FOI requests. Supporting the development and implementation of the Scottish Government’s fiscal policies and strategies for example, the delivery of the Medium-Term Financial Strategy (MTFS) and Fiscal Sustainability Delivery Plan. Leading on work relating to the next review of the Fiscal Framework, including developing the Scottish Government’s policy position on its asks of the UK Government with regards to required changes to the Fiscal Framework. Manage the team's relationship with the HM Treasury devolution team through coordination of Joint Exchequer Committee meetings and other regular joint meetings/governance. Where capacity allows, you will also be responsible for providing flexible support to other business priorities within the teams, including: Supporting a strategic approach to stakeholder management and communication, in a way that supports the Unit’s objectives, in particular raising awareness and creating engagement with our fiscal strategies. Support the management and operation of aspects of DG Scottish Exchequer’s Governance Framework, with a particular focus on the progress made towards achieving Fiscal Sustainability. Providing support in the application of the Fiscal Framework and implementation of outstanding areas of the Fiscal Framework.
