Job Title Facilities Manager Grade Business Support Staff 6 Reports to Head of Property and Assets Responsible for N/A Date March 2024 Job purpose To support the Head of Property & Assets in the delivery of Housing and Commercial Property & Assets functions to the wider organisation including facilities management and property surveying activities. Visit property, regional and nationwide as directed, to undertake pre/post inspections, validate stock condition information and to identify suitable construction remedies. To develop and agree schedule of works negotiating with contractors and partners to ensure value for money. Provide technical building and construction advice to maintenance teams, colleagues and residents. Project manage small to medium planned works programmes to ensure stock meets organisational and legislative standards such as Decent Homes Standard. Manage and monitor HHSRS reports, identifying and removing hazards from stock, and escalating risks. Assist with the management of the big 6 compliance areas, Fire, Asbestos, Legionella, Gas Safety, Electrical Safety and Lift Safety. Provide technical project management support to Development and Regeneration activity. Help to develop and deliver the Property & Assets zero carbon strategies Key responsibilities 1. Work with colleagues throughout the organisation to ensure we meet our obligations with regard to property maintenance, Health and Safety and compliance. 2. To assist with the capture, recording and improvement of stock condition data 3. To assist with the development and implementation of the Property & Asset Zero Carbon strategies 4. Deliver a high quality and effective repairs service including surveying properties and repairs, preparing works specifications, checking the quality of repairs, sourcing new contractors. 5. Ensure value for money is secured when meeting repair obligations, working within procurement guidelines and within budget 6. Develop and maintain positive relationships with colleagues in other teams and liaise with them in relation to repair issues as required, settle any disputes and ensure that residents and staff receive a high-quality service. 7. Work with Private Landlords and Registered Housing Providers where United Response lease or manage assets to ensure lease agreement and Service Level Agreement repairs and maintenance obligations are being honoured to the required standards and within the required timescales. 8. To liaise with local authorities, governing partner agencies, Members of Parliament, Councillors and emergency services, on occasions, in order to respond to enquiries and to gain support where Private Landlords and Registered Housing Providers are not honouring their repairs and maintenance obligations. 9. Work with and s upervise contractors to ensure works are done to a high quality, in a safe manner and compliant with Construction Design Management regulations. 10. Project manage refurbishment works, cyclical works and planned investment. 11. Manage, reconcile and process invoices for payment within authorisation limitations. 12. Assist in the maintenance and development of a robust approved contractor database, bringing in new competent contractors and ensuring process is in place for regular contractor management and performance monitoring. 13. To support the Housing Senior Leadership Team on new business leases and developments 14. To investigate insurance and warranty claims 15. To welcome complaints within the service, to investigate them and identify suitable resolutions whilst recording any learning and improvements. 16. To undertake the chairing of the contractor progress meetings and keeping appropriate contract documentation, resolving any contractual disputes. 17. Travelling within operational area, including covering national demands, when necessary, with occasional overnight stays as required. 18. Undertaking pre inspections, diagnosing building defects and carrying out post inspections to sign off work satisfactory. Reconciling valuations, variations and invoices for payments, including interim payment processes, and retention payments.
