Disposals Surveyor – West Yorkshire Council
£450 per day Umbrella

Service Care Solutions are currently recruiting for a Disposals Surveyor on behalf of a Council based in West Yorkshire.
This is an excellent opportunity for an experienced Chartered Surveyor to join the Council’s Asset and Facilities Management team and lead on the disposal of surplus property assets.
The successful candidate will manage a varied caseload of property disposals, providing professional valuation and disposal advice, leading negotiations and ensuring that all transactions are delivered in line with statutory requirements and Council procedures.
The role will involve working closely with internal stakeholders, elected members, retained property agents and legal teams to maximise capital receipts and support the Council’s wider strategic objectives.
Responsibilities
Manage a varied caseload of freehold property disposals from inception through to completion
Prepare disposal strategies, valuation advice and recommendations for senior officers and decision makers
Undertake disposal recommendation summaries and identify the most appropriate route to market
Work closely with retained property agents to deliver disposal outcomes
Lead negotiations with purchasers, developers and their agents to secure best consideration
Ensure all disposals comply with Section 123 of the Local Government Act 1972, Council constitution and financial regulations
Prepare and maintain audit-ready documentation including valuation evidence, marketing records and decision-making trails
Work alongside Legal Services and external solicitors to resolve title issues, restrictive covenants and easements
Liaise with internal departments, elected members, community groups and external stakeholders
Provide clear and professional advice on disposal risks, opportunities and implications
Undertake inspections and due diligence in accordance with RICS standards
Represent the Council in negotiations, meetings and public consultations where requiredRequirements
MRICS or FRICS qualified
Proven experience in property disposals, valuation and estates management
Strong commercial awareness and negotiation skills
Detailed understanding of Section 123 of the Local Government Act 1972 and public sector governance requirements
Experience interpreting legal documents, title plans and planning policy
Excellent written and verbal communication skills
Ability to manage multiple projects and work to tight deadlines
Previous experience within a local authority or regulated public sector environment is highly desirable
Knowledge of development viability and regeneration would be advantageous
