About the Northern Ireland Digital Health Cluster The Northern Ireland Digital Health Cluster (NIDHC), led by ARC Regulatory and supported by Invest Northern Ireland, is seeking a skilled Network Facilitator to support the establishment and delivery of a high-impact, industry-led digital health cluster. The NIDHC aims to unite industry, academia, and clinical stakeholders to drive innovation, improve productivity, and accelerate export-led growth in digital health technology across Northern Ireland. The Facilitator will be responsible for the day-to-day management and delivery of the NIDHCs action plan, ensuring effective collaboration, knowledge exchange, and measurable outcomes for cluster members. This is an exciting opportunity to play a leading role in developing a sustainable, industry-led digital health cluster with strong academic, industry, and clinical engagement. Objectives of the Assignment The successful candidate will support the cluster in achieving the following objectives: Establish a sustainable, industry-led digital health cluster with strong academic, industry, and clinical engagement. Deliver a structured programme of collaborative activities to increase innovation, improve regulatory and commercial performance, and accelerate export growth. Address fragmentation, regulatory complexity, and barriers to scaling within the digital health ecosystem. Build a skilled talent pipeline and enhance the sectors collective voice for skills development and FDI. The Facilitator will report to the Project Steering Committee, which includes representatives from industry, academia, healthcare, and government and will work closely with ARC Regulatory (Cluster Lead), Ulster University, Queens University Belfast, HIRANI, and other key stakeholders. Specific duties: Manage and coordinate a series of networking events, workshops, innovation labs, and training sessions. Facilitate engagement between industry, academia, and clinical stakeholders. Oversee the delivery of collaborative innovation projects and support the development of funding proposals. Support regulatory, commercial, and productivity improvement initiatives for cluster members. Lead the collection and analysis of baseline data for impact assessment. Ensure robust governance, data management, and adherence to EDI principles. Participate in Invest NI Facilitation/Cluster Business Model Support Training Key Tasks: Recruit and onboard a minimum of 20 member organisations (at least 70% SMEs) within 12 months. Establish and support the Project Steering Committee (minimum 8 representatives) by Month 2. Organise and deliver at least 3 specialist innovation workshops and quarterly networking events. Develop and submit at least 2 collaborative project proposals to external funding schemes. Support 10 companies through regulatory and commercial readiness programmes. Enable 10 companies to enter or expand in at least one export market. Develop a cluster roadmap and business model/strategy by Month 6. Produce a feasibility study final report and Phase 2 proposition by Month 12. Applicants must provide: A detailed CV demonstrating relevant experience in cluster facilitation, project management, and stakeholder engagement in digital health or related sectors. Evidence of successful delivery of collaborative innovation programmes. A proposal outlining approach to managing cluster activities, fostering collaboration, and achieving project objectives. At least two references from previous relevant assignments. A value-for-money statement.
