Proposals Manager

We are excited to offer a new opportunity due to the continued growth of our water framework with United Utilities. In this role, you will join the bid team, managing the Pipeline of Opportunities, Tender, Governance, and Approval processes. You will play an essential role in budget setting and reforecasting, working closely with both the Commercial and Finance teams. Collaboration will be key, as you will liaise with colleagues across various disciplines, including Design, Delivery, HSEQ, Commercial, Finance, and Procurement.
What will your day look like…
* Review benefits delivered vs. baseline targets to inform future proposals.
* Capture outcomes and lessons learned to enhance future submissions.
* Ensure proposals align with client needs and expectations.
* Support resilience across fluctuating bid workloads.
* Identify and develop proposals for strategic growth areas.
* Maintain and improve proposal governance and compliance.
* Assess and address risks and opportunities within bids.
* Develop competitive tenders that offer best-value outcomes.
* Secure buy-in from key stakeholders (Delivery, Design, Commercial, etc.).
* Support handover planning and opportunity tracking post-award.
* Promote behaviours that drive high-quality, outcome-focused proposals.
About you…
* Proven experience in a similar sector such as Utilities, Civils, or Construction
* A Project Management qualification (e.g. APM, PRINCE2) or relevant time-served experience.
* Background in one or more of the following: Estimating, Operational Delivery, or Commercial roles
* Experience managing a Bid or Proposals team
* Strong organisational and communication skills, with the ability to manage multiple priorities and deadlines.
* A collaborative mindset, able to work cross-functionally with stakeholders from Design, Delivery, and Commercial teams
* An eye for detail and a drive to deliver high-quality, client-focused proposals
