Job description

DBS DIT provides digital capability that supports corporate services across the Ministry of Defence, including Finance, Commercial, Payroll and Human Resources for Military Personnel, Civilian Personnel and Veterans. Our digital solutions comprise enterprise resource planning systems, performance management, analytics, automation, low code applications and public facing services through These are deployed via a number of core technologies including Oracle, Cognos, Microsoft, and Blue Prism utilising cloud platforms (SAAS/PAAS/IAAS) and on-premise hosting.

A Payroll Operations Manager is responsible for the day-to-day management of the Oracle Payroll Runbook and all associated Payroll processing tasks. At this role level, you will:

* Consult with Managers within IT operations on how applications are performing and changes that need to be put in place.
* Manage and maintain certain aspects of an application (depending on the complexity and size of a project, and the likely impact it will have on the business).

The Payroll Operations Manager is responsible for the Payroll Operations (Ops) Team. The role sits under the Payroll Operations & Assurance (CDS) team.

* You will be responsible for the management of the Oracle SaaS HCM application – Payroll & Expenses modules (MyPE).
* You will manage the Payroll Operations team to ensure Payroll & Expenses (P&E) activities for the Civilian population (MOD, DSTL, RFA), is delivered within the stringent SLAs and KPI's set. You will work alongside the Payroll Assurance team who are responsible for the assurance of Oracle monthly maintenance and quarterly updates along with urgent fixes, statutory and business led changes and Pay Awards. The role is vital for securely executing payroll activities as per runbook schedules, supporting transitions to live services, and managing the introduction of new or modified services with minimal business disruption, while ensuring readiness for deployment.
* You will work closely with the full CDS teams which includes Software Developers, Testers, Change & Release Team (DevOps), Environment Managers, Solution Architects and Programme/Project Managers; wider internal teams of IT Management Services, Product Owners & Managers, Finance/Cashiers and P&E Operational Teams and external stakeholders/teams such as Oracle, HMRC, MyCSP and Delivery Partners.

Role Specific Responsibilities (not limited to):

* Line Management (currently 3 EOs).
* Manage the Payroll Operations team, responsible for maintaining the P&E system running 3 payrolls (MOD, RFA, DSTL) and integrations to ensure salary and expense payments are issued on time and accurately to civilian employees, statutory reporting & Finance/TLB reporting requirements are adhered to.
* Working closely with the Payroll Assurance team responsible for the assurance of Oracle monthly maintenance and quarterly updates including urgent fixes, statutory and business changes, and Pay Awards.

Individual Responsibilities:

* Provide input to testing of significant payroll changes (product, legislative and business change).
* Responsible for identifying further efficiencies in the payroll runbook; identifying opportunities to refine payroll processing using current or evolved functionality provided by Oracl
* e.Advise technical delivery teams on best solution when reviewing Statement of Requirements and Impact Assessments.
* An understanding of how our IT systems maintain their authority to operate, including systems accreditations, systems are patched, comply with GDPR and Full Oracle Redwood Experience is delivered in line with Oracle Release Plans.
* Actively engage with Oracle in forums and Service Request management.
* Working with the independent Assurance Lead within ITMS, to assess whether new or changed services satisfy the readiness criteria and are supplied in time for live deployment to the agreed quality standards. Working together to support embedding Secure by Design into our delivery model.
* Facilitate and participate in Knowledge Transfer sessions, ensuring upskilling of teams and ensuring enduring support can be provided.
* Act as a point of contact for P&E issues & errors. Incident resolution and stakeholder management.
* Attend required meetings regarding future P&E changes.
* Continue to evolve and enhance all Civilian Personnel P&E SAAS services, assurance approach and teams, ensuring the platform is exploited, the support model (including External Assistance) is reviewed and value for money is obtained.
* Continue to evolve the whole life management model of the Civ Pers SaaS, Apex solutions and associated Oracle Cloud infrastructure.

Corporate Services Modernisation (CSM):

DBS is working to modernise the services we provide to Defence. The planned delivery, under the Service Delivery Contract, will include modernising military pay, personnel support, pensions and compensation services, making them more accessible and user friendly for our customers. Under this, the Payroll Operations Manager will be responsible for:

Supporting the Payroll Operations & Assurance Senior Manager in delivering changes to our Corporate Systems that support Defence Reform by participating in the technical implementation of CSM, in accordance with the agreed plans and design.

Supporting Defence HRS (DefHRS) implementation via the provision of SME knowledge and activity development.

Engaging in Payroll workshops and working with the Payroll Operations & Assurance Senior Manager & Delivery Partners to highlight current Cloud ways of working.

Person specification

Essential:

* Proven experience of running a payroll application & service
* Solid understanding of UK payroll legislation and regulations requirements
* Knowledge and experience of Oracle Fusion HCM and Oracle Cloud
* Proven Management skills and stakeholder management
* Understanding of Change & Release (DevOps)

Desirable

* Technical Understanding - knowledge and experience of the MOD IT landscape and dependencies
* Experience and knowledge of payroll assurance/regression testing/test planning
* Experience of working in a corporate services or shared services environment
* Strong understanding of IT services
* Experience of managing teams through system modernisation
* Experience in embedding new SaaS services
* Evidence of Continual Service Improvement – 'identify and explore opportunities for service and business improvement'
* Evidence of Problem Management – 'You can understand and identify problems, analysing and helping to identify the appropriate solution. You can classify and prioritise problems, document their causes and implement remedies'
* Excellent communication skills – both written and oral
* Accurate and detail oriented
