HS2 has awarded several railway systems contracts, valued at over £4 billion, for the design, supply, construction, testing & commissioning, and maintenance of the route between London and Birmingham. Siemens Mobility are working in a 50:50 joint venture with Costain. The HV package will have staff peaking between 125 to 175 full-time employees (FTE).


Responsibilities

* Lead the project planning responsibilities on a package or phase of a complex turnkey infrastructure project as a senior member of the planning function.
* Support and be supported by the Head of Planning as a key member of the project delivery team.
* Support the overall business planning requirements through proper resourcing of plans under your control.
* Utilise experience and expertise to support improvement activities and ensure best practice is identified and implemented.
* Mentor and coach more junior planners within the planning team.
* Provide planning and controls leadership for the scope under your control.
* Act as the technical planning expert ensuring consistent application of standards, templates, guidance, and support to the team.
* Develop and maintain plans in accordance with Rail Infrastructure UK project management, planning and PM@Siemens procedures and processes.
* Adopt NEC3 ECC contractual methods of working to ensure contributions and deliverables align with the contract.
* Collaborate with project, commercial, and finance managers and the wider project team to ensure schedules are accurately developed, maintained, resourced, and cost-loaded.
* Coordinate with site and possession planners to ensure cohesion between activities and the main project schedule.
* Work with the central Bids & Tendering team to ensure tender plans are developed through mobilisation into contract plans.
* Build and maintain close relationships with client representatives to find efficient planning and controls solutions.
* Perform critical path analysis and advise on actions and potential areas of concern.
* Ensure periodic project reporting requirements are met for internal and client: KPI, EV, schedule delay and critical path analysis reports as required.
* Perform analysis and scenario modelling for potential project changes, providing risks, issues, cost, resource and delay analysis.
* Undertake Short Term Planning (STP) weekly in coordination with other disciplines to inform the monthly update of the clause 32 updated contractual programme.
* Promote and improve planning and controls within the immediate team and the wider Siemens organisation.


Qualifications and Skills

* Experience of planning major and complex infrastructure projects, preferably in the rail industry.
* Experience with NEC3/NEC4 contracts, particularly Clause 32 updated programme process and Clause 60 Compensation Event process.
* Experience of working with senior management both internally and in the client organisation.
* Awareness of Earned Value Management on complex projects and the planner’s role with related data sets.
* Technical planning expertise with advanced Primavera, knowledge of Short Term Planning processes and tools (e.g. Aphex, MS Planner).
* Self-motivated with strong interpersonal and communication skills and an assertive style.
* Analytical and problem-solving skills with a collaborative approach.
