Offer description

Overview

We're looking for a Travel and Transport Project Manager to help shape how one of Europe’s leading biomedical campuses moves.

The Cambridge Biomedical Campus is home to over 22,000 people (growing to 40,000 by 2050) and brings together world‑leading public and private sector organisations across healthcare, research and industry. Travel and Transport is a critical priority, and this role focuses on turning shared plans into coordinated delivery across the Cambridge Biomedical Campus.

This is a unique opportunity to work with multiple organisations, turning our shared 5‑Year Travel & Transport Plan into coordinated, on‑the‑ground delivery. The ambition of the plan is to support access to the Campus easily, efficiently and sustainably and support the creation of an exemplar sustainable travel Campus environment, which encourages active, healthy and sustainable travel.

You’ll work with senior stakeholders, manage complex projects, and help drive practical improvements to how thousands of people travel every day.

We’re looking for someone who can operate confidently across organisational boundaries – bringing structure, momentum and clarity in a complex environment.

Job Details

Organisation: CBC Ltd

Salary: £38,682‑£46,580 (NHS band 6 or equivalent)

Working hours: 37.5 hours

Contract: 24 month fixed term. Possibility to extend subject to business planning. The appointment to this role is open to loans or secondments.

Place of work: CBC Ltd Offices (Cambridge Biomedical Campus, CB2 0QQ) at least three days a week, with some home working if desired.

Role Summary

Travel and transport is a strategic priority for our growing campus. Supporting sustainable travel and aligning multiple partner organisations behind the integrated delivery of our shared 5‑Year Travel & Transport Plan requires strong coordination, project management, delivery focus and programme governance.

We are seeking a Project Manager to sit at the centre of this multi‑partner system – turning collective intent into coordinated delivery. This is not a passive secretariat role, nor a single‑project management post. It is a delivery integrator position and needs someone who can, without direct authority, hold the overview and maintain momentum in progress across organisational boundaries.

Key Responsibilities

You will:

* Act as an active secretariat to the Campus Travel & Transport Group, ensuring meetings are purposeful, well‑prepared and outcome‑focused.
* Work closely with the Campus Travel & Transport Group Chair to plan forward agendas, brief on emerging issues and track agreed actions.
* Translate the 5‑Year Travel & Transport Plan into a coordinated implementation plan and programme of work with clear milestones and dependencies.
* Monitor delivery across partners, identifying risks and supporting collaborative problem‑solving.
* Develop concise, credible reporting that provides transparency and supports constructive challenge.
* Coordinate and oversee the campus real‑time traffic sensor programme, ensuring high‑quality data informs interventions and strategic decision making.
* Engage with, and in some cases design and deliver, a range of projects in support of the campus travel and transport plan. Projects may include for example:
o Developing and executing the annual campus travel survey.
o Coordination and promotion of active travel, car sharing and other sustainable transport initiatives.
o Support bus strategy development with data and evidence.
o Engagement with public transport user groups for the campus.
o Support Campus communication improvements – drafting travel updates and considering improvements to real‑time travel information, and app‑based travel systems.
o Build effective relationships with campus occupiers, local authorities, transport operators and user groups.
* You will act as a trusted extension of the Chair, while remaining employed within, and reporting to, CBC Ltd.

About You

We are looking for someone who can operate confidently in complex partnership environments.

You will bring:

* Experience coordinating delivery and influencing stakeholders across multiple organisations.
* Solid understanding of how public bodies, large institutions and governance structures operate.
* The ability to translate strategy into structured, trackable implementation plans with clear milestones and measurable outcomes.
* Experience using data to inform decision‑making, performance monitoring and reporting.
* Excellent written and verbal communication skills.
* Degree‑level qualification or equivalent relevant professional experience.
* High levels of organisational capability, with the ability to manage competing priorities effectively.
* The ability to work autonomously, exercising sound judgement and maintaining momentum in a complex environment.

We are particularly interested in candidates with experience in travel and transport, or multi‑partner place‑based delivery programmes.

Our Values

* Compassion: Recognising and responding to the needs of patients and colleagues.
* Excellence: Making a difference with each small improvement and by being open to new ways of working.
* Collaboration: Achieving more together.

In considering whether to apply for the post you should consider whether you understand and feel able to live our values.

Equal Opportunities

CBC Ltd is an equal opportunities employer. Employment will be directly with CBC Ltd. All applicants must have existing eligibility to work in the UK. CBCL will not provide visa sponsorship for this position.
